Filing season (and changes) coming for hazmat registration
Motor carriers transporting hazardous materials are subject to many requirements for credentials, registrations, and taxes. Filing season for one of those — registration and renewals required by the Pipeline and Hazardous Materials Safety Administration (PHMSA) — is rapidly approaching.
Anyone offering or transporting certain types of hazmat must file this annual registration statement between May 1 and July 1. In the meantime, changes are also on the way.
Registration fees may be changing
A recent proposal indicates that PHMSA may:
- Adjust fees, or
- Expand the list of those required to register.
Since 2010, the annual registration fee has been set at:
- $250 (plus a $25 processing fee) for small businesses, and
- $2,575 (plus a $25 processing fee) for all other registrations.
In one proposed scenario, PHMSA more than doubles the amount for this second category — to $5,794.
Another scenario could expand the registration requirements in a couple of ways.
First, certain hazardous materials are not subject to placarding when shipped domestically. Persons who offer or transport these materials are generally exempt from registration. PHMSA may add these to the list of carriers that must register.
Alternately, the agency could expand the program to include certain persons who acquire approvals or special permits from PHMSA. While they are not currently subject to registration, perhaps they should be based on a public risk-based justification.

How to complete the registration
To complete your registration, start by visiting portal.phmsa.dot.gov. If you do not have a login ID and password, you must create one in the portal prior to registration. Once your login ID and password are set up, you can register using the online portal.
DID YOU KNOW? If subsidiary companies are separately incorporated from a parent company, then each subsidiary engaging in regulated activities must register.
Registration recordkeeping
After completing the registration online, your registration certificate will be issued. You can print it right from the portal.
Keep copies of the registration statement and the certificate of registration for three years at your principal place of business.
Remember to place a copy of the certificate of registration in each vehicle you use to transport any hazmat requiring registration.
What to do if you have changes
After you register, you must update the registration within 30 days if:
- Your company name changes, or
- There’s a change in your principal place of business.
Canada-based companies
Canada-based carriers are subject to the PHMSA registration if they transport materials requiring registration. Canada-based shippers do not require the registration due to an agreement with the U.S.
Canadian carriers must provide the name and address of a permanent resident of the U.S. to be an “agent for service of process.” In other words, they must designate a process agent to accept legal paperwork on their behalf.
Failure to register
If you’re required to register but do not, then you cannot offer or transport hazmat in U.S. commerce. Additionally, there may be penalties for failing to register.
Key to remember: Complete your PHMSA registration/renewal during the reporting window of May 1 to July 1. For timeliness and accuracy, use the online portal to complete your filing.
