Time to start thinking about PHMSA registration
The time has come for everyone to start thinking about filing their annual registration statement with the Pipeline and Hazardous Materials Safety Administration (PHMSA). Of course, the registration statement wouldn’t be complete unless you also pay the associated fee.
Each registration year begins on July 1 and runs through June 30. You must register before July 1 or before engaging in any of the activities requiring registration.
Who needs to register?
Anyone offering any of the following for transport, or who transports these in foreign, interstate, or intrastate commerce is required to register with PHMSA:
- Any highway route-controlled quantity of a Class 7 (radioactive) material;
- More than 55 pounds (25 kg) of a Division 1.1, 1.2, 1.3 (explosive) material;
- More than 1.06 quarts (1 L) per package of a material that is extremely toxic by inhalation;
- A hazardous material in a bulk packaging having a capacity equal to or greater than 3,500 gallons (13,248 L) for liquids or gases, or more than 468 cubic feet (13.24 m3) for solids;
- A shipment in other than a bulk packaging (being offered or loaded at one loading facility using one transport vehicle) of 5,000 pounds (2,268 kg) gross weight or more of one class of hazardous material for which placarding is required; or
- A quantity of hazardous material that requires placarding.
Fees
The current registration fee for small businesses and not-for-profit organizations is $250 (plus a $25 processing fee for each registration form) and $2,575 (plus a $25 processing fee for each registration form) for all other registrants.
It’s never too early to start thinking about your registration. Submit your PHMSA registration before the June 30, 2021, deadline.
