Hazmat registration time is here again
If you offer or transport hazardous materials or hazardous waste, it’s time again to make your annual contribution to the federal grant program that supports support emergency response planning and training in your community. The 2024-2025 hazmat registration year officially begins on July 1st and ends on June 30th next year, with early registration opening May 1st.
Offerors and transporters of certain quantities and types of hazardous materials, including hazardous wastes, must file an annual registration statement with the U.S. Department of Transportation and pay a fee.
Who must register?
You must register if you are a person who offers for transportation or transports in commerce a shipment containing any of the following categories of hazardous materials (including hazardous wastes):
- A highway route controlled quantity of a Class 7 (radioactive) material.
- More than 55 pounds of a Division 1.1, 1.2, or 1.3 (explosive) material.
- More than one liter (1.06 quarts) per package of a "material extremely toxic by inhalation."
- A hazardous material (including hazardous wastes) in a bulk packaging with capacity equal to or greater than 3,500 gallons for liquids or gases or more than 468 cubic feet for solids. Note that persons who offer or transport hazardous materials that do not require placarding (Class 9 materials) in a bulk packaging with a capacity greater than 3,500 gallons or 468 cubic feet must register.
- A shipment in other than a bulk packaging of 5,000 pounds gross weight or more of one class of hazardous materials (including hazardous wastes) for which placarding of a vehicle, rail car, or freight container is required for that class.
- A quantity of hazardous material that requires placarding. Several exemptions are available, so be sure to understand the rules and how they apply to your operations.
Registration fees
The annual fee for small businesses and not-for-profit organizations for registration year 2024-2025 will remain at $250 (plus a $25 processing fee for each registration form).
The fee is $2,575 (plus a $25 processing fee for each registration form) for all other registrants.
Filing tips
The following tips can help you prepare for the upcoming 2024 registration year:
- To avoid errors and processing delays, do not submit your registrations for the 2024 registration year prior to May 1st. Any registrations submitted before that date will not be processed.
- Online registration is the quickest and most effective way to obtain your Hazardous Materials Registration Certificate. To register online, enter through the PHMSA Portal at https://portal.phmsa.dot.gov.
- When renewing your registrations, use your hazmat company ID to avoid errors in typing business name and company address. If you don’t know your hazmat company ID, contact the registration help desk for assistance by phone, or email register@dot.gov.

- If you submit a registration by mail or ACH, allow up to 14 days for processing. You can also call the registration help desk after 7 days to check on the status.
- Check to see if you have a previous registration prior to registering, or call the registration help desk for assistance if you are unsure.
Be careful to submit only business contact information. The contact information you submit during the registration process, including names, addresses, phone numbers, and email addresses, may be disclosed in response to requests under the Freedom of Information Act.
Key to remember: Hazmat early registration begins May 1. Register before July 1, 2024, or before engaging in any of the activities requiring registration, whichever is later.
