Training Provider Registry to debut in Summer 2021
Schools planning on providing entry-level driver training (ELDT) as of February 7, 2022, will have to wait until Summer 2021 to access the Federal Motor Carrier Safety Administration’s (FMCSA) Training Provider Registry (TPR).
Summer 2021 is FMCSA’s new target date for opening up the TPR, an online portal that will be used by:
- Prospective training providers to register — self-certifying that they meet all of the requirements set out in the ELDT rules;
- Entry-level drivers to search for a training provider;
- Registered training providers to submit driver certification information after the entry-level driver successfully completes training; and
- State driver licensing agencies, which will use the training data from the TPR to verify an entry-level driver’s completion of required training before administering relevant tests.
What does this mean?
If the TPR is up and running next summer, training providers will have about six to nine months to complete the online registration application. This application must be completed for the provider to be listed on the TPR prior to the February 7, 2022, compliance date.
In turn, entry-level drivers and motor carriers that assist entry-level drivers in obtaining their commercial driver’s licenses (CDL) will be able to search the TPR for training providers prior to the February 7, 2022, compliance date.
ELDT background
The ELDT rule, issued in December 2016, requires instruction on five areas of theory and just under two dozen behind-the-wheel training topics. The training must be provided by an entity that meets requirements related to curriculum, facilities, equipment, and instructor credentials. The training provider must be listed on FMCSA’s TPR.
Commercial learner’s permit (CLP) holders must successfully complete this training and provide proof of successful completion prior to taking the skills test to obtain a CDL.
The rule also includes provisions for individuals obtaining a passenger, school bus, or hazardous materials endorsement.
Compliance with the ELDT rule is required on February 7, 2022.
