Update: IRP, IFTA jurisdictions issuing temporary waivers in response to coronavirus

International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) jurisdictions around the United States and Canada are issuing temporary waivers in response to the pandemic COVID-19 emergency.

- Alabama: Temporary waiver of IRP and IFTA requirements for commercial motor vehicles (CMVs) engaged in interstate emergency relief efforts. There are also extensions for obtaining March 2020 motor vehicle registrations and paying property taxes on vehicles and certain penalty charges.
- Connecticut : Temporary waiver of IRP requirements for CMVs entering the state.
- Kentucky: Temporary waiver of hours of service, weight station stops, permits fees for overweight and over-dimensional vehicles, and registration and licensing requirements until April 12.
- Maine:Requests that no enforcement action be taken against vehicles with expired IRP or IFTA registrations for the next 30 days.
- Maryland: Asking enforcement personnel to refrain from taking action against motor carriers with apportioned vehicle registrations expiring on or after March 12, until further notice.
- Nevada: All DMV offices will be closed beginning on 5 p.m. on March 20. Additionally, Nevada has issued a temporary waiver of IRP and IFTA requirements during the duration of the emergency or until April 15, whichever comes first.
- New Mexico: Temporary waiver of permits fees for overweight and over-width vehicles and of registration and licensing requirements until April 6.
- Texas: Temporary waiver of registration and licensing requirements, normal weight and width restriction, and hours of service until April 12.

- Florida: Suspended IRP and IFTA registration requirements for motor vehicles properly registered in other jurisdictions participating in emergency relief efforts.
- Illinois: Vehicle registration expiration dates will be extended 30 days. Driver Services facilities statewide will close through March 31. May also issue permits for the transportation of emergency response/relief supplies.
- Iowa: Temporary waiver of IRP and IFTA requirements for CMVs traveling through the state through April 16.
- Missouri: Temporary suspending all IRP, IFTA, and trip and fuel permit requirements, and allowed private and for-hire carriers to haul up to 100,000 pounds with trailers at least 53-feet long through April 30.
- Newfoundland and Labrador province: IRP registrations due to expire in March and April are extended until May 30, 2020.
- Nova Scotia province: Allows IRP registrants with fleets expiring in March, April and May to be extended until August 31.
- North Carolina: Temporary waiver of hours of service, permits fees for overweight and over-dimensional vehicles, and registration and licensing requirements.
- Ohio: Asking enforcement personnel to refrain from taking enforcement action on vehicles that have IRP expiration dates on or after March 18, 2020, until further notice.
- Pennsylvania: Closed all Driver License Centers for two weeks effective March 16 and extending expiration dates for vehicle registrations.
- Virginia: Temporary waiver of normal weight and width restriction until April 12. Vehicle registrations due to expire on or before May 15, 2020, will be extended 60 days. Virginia is also asking that law enforcement agencies refrain from taking action against apportioned license plates expiring in March and April 2020. Effective March 17, the Department of Motor Vehicle offices will be closed for 14 days.
- Washington: Temporary waiver of IRP, IFTA, 3-day trip, and special fuel permit requirements.
- Wisconsin: May issue permits for the transportation of inventory to supply grocery retailers.
