TC’s competency-based training closer to becoming a reality
A few years ago Transport Canada (TC) decided to make improvements to Part 6 (Training) of the Transportation of Dangerous Goods Regulations (TDGR). The main reason for this improvement was to strengthen training requirements and enhance the safe transport of dangerous goods.
To help get a better handle on what improvements were needed, TC enlisted the help of provincial and territorial government officials. They asked officials to identify common training issues and challenges their inspectors faced in verifying compliance, and to propose solutions that could form the basis for improving Part 6.
Government officials identified that the current regulations did not:
- Allow an inspector to assess if a person (an employee) has sound knowledge of all the relevant topics in Part 6 of the TDGR that directly relates to their job functions, and confirm whether or not he or she is adequately trained;
- Specify how to assess training;
- Require a specific training curriculum;
- Require training institutions to be accredited by TC;
- Allow TC to assess a trainer’s knowledge and teaching methods/materials; and
- Allow a person to use the same training certificate for multiple employers.
Options to improve these areas were presented to government and other stakeholders and out of all options presented, there was no particular option that received overwhelming support or opposition.
There was however, strong support to hold employers accountable for ensuring that their employees are trained.
Competency-based training proposal coming soon
After reviewing all of the comments and suggestions from stakeholders, TC is now working to propose competency-based training in the Canada Gazette I in Fall 2021.
The change would incorporate Canadian General Standards Board (CGSB) standard CAN/CGSB-192.3-2020, “Transportation of dangerous goods training, assessment and competency” (November 2020), into the Transportation of Dangerous Goods Regulations.
