Don’t forget the MCS-150 biennial update
The Federal Motor Carrier Safety Administration (FMCSA) requires carriers to update their MCS-150 information at least every two years. The requirement to complete this update every other year has been in place for more than a decade, however, many carriers ignored it because there were no consequences for failing to comply.
Because of the failure to comply, in 2013 FMCSA put “teeth” into the update process by establishing monetary penalties for failing to complete biennial updates. In addition, if a carrier ignored the biennial update, eventually the carrier’s USDOT number would be deactivated. If the USDOT number was deactivated, and still nothing was done by the carrier, the number would become inactive and the carrier, in effect, would no longer exist.
When to complete the biennial update
The regulation at 49 CFR §390.19T identifies the biennial update schedule. The last two numbers of the USDOT number indicate the month and year in which the update needs to be completed.

How to complete the biennial update
The MCS-150 form is used to complete the biennial update. There are the following options for carriers:
- File online. Filing online is preferred. Carriers will need their USDOT number and a personal identification number (PIN) to complete the update electronically. If a carrier is unable to complete the update directly online, the carrier can opt to print an MCS-150, complete and sign it, and upload a scanned copy to FMCSA’s online web form at ask.fmcsa.dot.gov/app/ask.
- File on paper via fax or U. S. Mail. The FMCSA currently accepts updates completed on paper forms.
Updates are important
Carriers should be aware that while updates to the MCS-150 can be made at any time and should be done regularly, carriers must always update in the designated month and year to remain in good standing with the FMCSA.
