April 1 deadline for CARB large entity reporting system

CARB adopted a “large entity one-time reporting” requirement under its Advanced Clean Trucks regulation. If you operate a facility in California, you must report to CARB by April 1, 2021, if:
- You had more than $50M in revenue in 2019 and have at least one vehicle (this includes all subsidiaries and branches);
- You own at least 50 vehicles or dispatch at least 50 vehicles into or in California; or
- You are a government agency and have one or more vehicles.
CARB approved the Advanced Clean Trucks regulations in June 2020. It has two main components:
- A manufacturer’s Zero Emission Vehicle sales requirement, and
- A one-time reporting requirement for large entities and fleets.
CARB says the purpose of this reporting is to collect more detailed information about how vehicles are being operated by individual fleets and entities. The information will be used to determine where zero-emission vehicles are suitable now, what the barriers are, and what vehicle characteristics are necessary to meet different fleet needs.
