New CARB deadline!
In a recent article we discussed the California Air Resources Board’s (CARB’s) “Large Entity Reporting” requirements. This mandatory data collection is being done as part of CARB’s Advanced Clean Truck regulations. In the article, we stated the deadline for covered entities to complete the reporting was April 1, 2021. However, due to the limited time between the finalization of the rule and the original reporting deadline, CARB has decided to extend the reporting deadline to May 1, 2021.
Who’s covered?
This one-time reporting requirement applies to a business that operates a facility in California who operate or dispatch vehicles in California with a manufacturer’s gross vehicle weight rating (GVWR) greater than 8,500 lbs., and:
- Had more than $50 million in revenue in 2019 from all related subsidiaries, subdivisions, or branches, and has at least one qualifying vehicle;
- Owns 50 or more qualifying vehicles;
- Dispatches 50 or more qualifying vehicles into or throughout California; or
- Is a government agency (federal, state, or local) that has at least one qualifying vehicle.

Reminder of other CARB programs applicable to all carriers
If you operate commercial vehicles in California, regardless of where they are based, the following regulations apply to your vehicles:
- Truck and bus regulation: Heavy-duty diesel-powered vehicles (a vehicle with a GVWR of 26,001 or more) with an engine from model years (MYs) 2005 and 2006 must be fitted with a diesel particulate matter filter. Vehicles originally equipped with engines older than MY 2005 must be retrofitted with an engine meeting the 2010 emissions standards. Vehicles with a MY 2007 and newer engine must meet the EPA standards for the applicable MY. Diesel-powered vehicles with a GVWR of 14,001 to 26,000 pounds built with an engine older than MY 2007 must be retrofitted with an engine meeting the 2010 emissions standards.
- Transport refrigeration unit (TRU) regulation: Diesel-powered TRUs must meet specific emission standards. If the TRU cannot meet the standards as built, it must be retrofitted with emissions control technologies (contact your refrigeration unit vendor if you have questions on your TRUs and possible retrofits).
- Tractor-trailer greenhouse gas regulation: This regulation requires 53-foot box-type trailers and the tractors pulling them to meet specific aerodynamic and low rolling resistance tire requirements.
- Heavy-Duty Vehicle Inspection Program (HDVIP): Any heavy-duty vehicle operating in California may be inspected at roadside locations to verify the vehicle is meeting the appropriate emissions standards. To assist with this program, California also requires all engines to have the emissions label in place (a replacement label can be provided by the engine manufacturer).
