Preliminary Plan 15 announces new ELG rulemakings and research
In the Preliminary Effluent Guidelines Program Plan 15, EPA has announced several new upcoming rulemakings as well as information on new and ongoing research related to effluent limitations guidelines (ELGs) and pretreatment standards.
ELGs are national, technology-based wastewater discharge standards that EPA develops on an industry-by-industry basis. The regulations are intended to drive the greatest possible pollutant reductions that are economically achievable within an industry, and EPA is required to biennially publish a plan for new and revised ELGs under Clean Water Act section 304(m).
Preliminary Plan 15 outlined the status of EPA efforts related to ELGs since publication of the previous plan and included the following highlights:
- The initiation of rulemaking to revise ELGs for the Organic Chemicals, Plastics, and Synthetic Fibers (OCPSF) industry category to address the discharge of per- and polyfluoroalkyl substances (PFAS) from manufacturing facilities.
- The beginning of rulemaking for revised limitations for the Metal Finishing category that would target PFAS discharges from chromium plating operations.
- The results of a detailed study of the Meat and Poultry Products industry category, accompanied by initiation of rulemaking to revise ELGs to address nutrient discharges.
- A discussion of the proposed supplemental rulemaking addressing discharge limits in the Steam Electric Power Generating category.
- Initial results from EPA studies on multiple industries, including the Explosives Manufacturing, Metal Products and Machinery, and Landfills categories.
- An update on EPA’s PFAS Multi-Industry Study.
