Chemical Data Reporting period begins June 1: EPA offers webinars
The Chemical Data Reporting (CDR) submission period is June 1, 2020, to November 30, 2020. To help manufacturers (including importers) prepare, EPA hosted a webinar on March 31 and will host another on April 9. The webinars provide an overview of the 2020 CDR requirements, including:
- New requirements for making confidentiality claims (CBI);
- Reporting refinements related to byproducts, including exemptions;
- Phasing in certain processing and use data codes; and
- Improved process for reporting co-manufacturing.
The webinars also introduce the updated e-CDRweb reporting tool.

What is CDR?
The CDR regulations at 40 CFR 711 require covered manufacturers (including importers) to provide EPA with information on the production and use of chemicals in commerce. Manufacturers (including importers) are required to report if they meet certain production volume thresholds, generally 25,000 pounds or more of a chemical substance at any single site. However, a reduced reporting threshold (2,500 pounds) applies to chemical substances subject to certain Toxic Substances Control Act (TSCA) actions.
Some exemptions are provided in the regulation for certain chemicals or certain small manufacturers (including importers) who meet certain requirements.
Part 711 requires all covered entities to report data electronically using e-CDRweb, the CDR web-based reporting tool, and EPA's Central Data Exchange (CDX) system. Those individuals involved with completing the CDR Form U using e-CDRweb can register in CDX at any time.
EPA uses CDR data to support risk screening, risk assessment, chemical prioritization, risk evaluation, and risk management activities, among other activities. This information allows EPA to develop an understanding of the types, amount, end uses, and possible exposure to chemicals in commerce.
