TRI reporting: EPA will formalize parent company definition
In a proposed rule, EPA will formally define “parent company” for the purposes of Toxics Release Inventory (TRI) reporting. Parent company information is already included in section five of TRI reports, but before the proposed rule there was no formal regulatory definition of this data element. As many facilities subject to TRI reporting have complex corporate ownership structures, a formal definition of parent company will increase data quality and decrease reporting burdens and regulatory uncertainty.
EPA says this proposed action will:
- Require facilities to consult TRI’s standardized list of parent company names, which addresses issues such as common abbreviations, capitalization, punctuation, and spelling;
- Allow EPA to clarify existing reporting guidance and provide additional reporting guidance for facilities owned by public entities, multiple owners, corporate subsidiaries, and foreign entities; and
- Explore whether and how to incorporate foreign parent company data on the reporting forms.
A standardized list of parent companies will reduce effort for both EPA and affected facilities, and bring this data element into alignment with other reporting programs such as Chemical Data Reporting.

Key to remember: By codifying the definition of “parent company” in TRI reporting, EPA hopes to simplify the reporting process for facilities that report under multiple environmental programs as well as improve the quality of the agency’s data.
