On July 1st, the Office of Management and Budget completed its review of OSHA’s proposed heat illness prevention rule. The next step is publication in the Federal Register, at which time the public will have the opportunity to comment.
Two landmark Supreme Court decisions could have a big impact on the ability of federal agencies, including OSHA and EPA, to write and enforce regulations. Due to one of the court’s decisions, regulations that are based on vague instructions from Congress could be struck down. The other decision may help companies that are being fined for violations.
OSHA’s most recent regulatory agenda shows that many rulemakings have been pushed into the third and fourth quarters of 2024 and even early 2025. Two final rules are slated for publication later this year – Personal Protective Equipment in Construction and Powered Industrial Truck Design Standard Update.
The National Institute for Occupational Safety and Health offers several free heat resources for mine workers. These include an online training module and an app that provides real-time heat index information for the worker’s location.
California’s indoor heat illness prevention rule took effect July 24th. It applies to most indoor workplaces in the state, such as warehouses and manufacturing facilities.
And finally, turning to environmental news, EPA released its regulatory agenda in early July. It shows a few final rules are slated for publication later this year, including a management program for HFCs, replacement of lead service lines, and a waste emissions charge program.
