Transport news on DOT medical forms, truck parking, and rail cybersecurity
FMCSA has new medical forms
On December 7, the following FMCSA forms were approved with a new expiration date of Dec. 31, 2024: Medical Examination Report Form (MCSA-5875), Medical Examiner’s Certificate (MCSA-5876), and Insulin-Treated Diabetes Mellitus Assessment Form (MCSA-5870). The forms are required for all commercial bus and truck driver medical exams.
New forms became available December 15. The only change to the forms is the expiration date. The previous version had an expiration date of Nov. 30, 2021. FMCSA says medical examiners may continue to use old forms until existing stock is depleted or forms have been reprogrammed, but they should transition as quickly as possible. While state driver licensing agencies are encouraged to continue accepting the old forms, FMCSA has no control over what states are willing to accept.
More truck parking, please: Report
An FMCSA advisory subcommittee sent a report to the agency calling for, among other things, ample truck parking and rest areas, as one of 14 ways to improve driver recruitment and retention. Allowing the use of closed weigh stations, on-ramps, industrial complexes, and closed malls for parking was suggested. Keeping rest areas open, pressuring distribution companies for parking, and using infrastructure funding to add parking were also mentioned. Cybersecurity mandates for rail
TSA announced two security directives that took effect December 31 requiring certain freight railroads, passenger rail, and rail transit owners and operators to:
- Designate a cybersecurity coordinator;
- Report cybersecurity incidents within 24 hours;
- Implement a cybersecurity incident response plan; and
- Complete a cybersecurity vulnerability assessment.
A third directive provides recommended measures for rail owners/operators not covered by the two directives.
