They said they would and now they are: CARB placing registration holds
California DMV registration holds are being automatically placed on vehicles that are not compliant with new Clean Truck Check requirements.
What is Clean Truck Check?
Clean Truck Check is a new program to test heavy-duty vehicles’ emissions control systems for proper operation.
The program applies to nearly all diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds that operate on California public roads, and it’s not just for California-based carriers.
The deadline was January 31, 2024, for any vehicle operating in California in 2023 to be reported and the annual compliance fee of $30 paid for each vehicle. Beginning in 2024, the annual compliance fee deadline is due based on the periodic testing deadline.
What are the consequences?
Starting January 2024, all trucks driving in California need proof of compliance to continue operating in the state. Operating in California without registration in the compliance database could result in violations from the California Air Resources Board (CARB) and/or the California Highway Patrol.
In addition, the California DMV may block registration on California-based vehicles that have not demonstrated compliance.
How to keep your vehicle registration active
To avoid potential registration holds:
- Report your vehicle in the Clean Truck Check reporting database (CTC-VIS) at https://cleantruckcheck.arb.ca.gov; and
- Pay any compliance fees that are due for 2023 and/or 2024.
TeleCheck (eCheck) payments require 7 business days for processing before you can download your certificate. Once a registration hold is placed on a vehicle, it will take 3 - 5 business days from the date the certificate is downloaded for that to be updated with DMV. CARB staff recommend that you allow enough time for processing prior to any deadline.
