OSHA’s fall 2023 regulatory agenda, which was released December 7, contains no surprises. Electronic recordkeeping, hazard communication, and COVID-19 in healthcare remain on the list of final rules. Electronic recordkeeping changes took effect January 1, 2024. Most of OSHA’s rules are in the proposed rulemaking stage, including emergency response, walking working surfaces, and many more.
A new Safety and Health Information Bulletin from OSHA describes the main differences between hard hats and safety helmets and provides guidance on their use. While hard hats have been the standard for many years, safety helmets are designed to reduce the risk of severe head trauma.
A worker died every 96 minutes from a work-related injury in 2022. This is nearly a 6 percent increase over 2021. Fatalities rose in the following categories: transportation incidents; slips, trips, and falls; violence and other injuries by persons or animals; exposure to harmful substances or environments; and contact with objects and equipment.
California issued an emergency temporary standard on silica that took effect December 29. The rule creates new obligations for affected employers. It also allows Cal/OSHA to quickly shut down an operation if work violates the rule and endangers employees’ health.
And finally, turning to environmental news, EPA published a final rule for New Source Performance Standards for secondary lead smelters. The rule imposes stricter regulations on particulate matter emissions and adds testing, recordkeeping, and reporting requirements.
