Scrutiny of ELDT providers begins
The Federal Motor Carrier Safety Administration (FMCSA) has taken the first steps in ensuring all students seeking entry-level driver training (ELDT) can see which training providers may not be in compliance with the regulation’s requirements.
FMCSA has added features to its Training Provider Registry (TPR) website, allowing the public to access a list of training providers under review by the agency and a list of training providers removed from the TPR.
Since the ELDT regulations went into effect in early 2022, there has been concern throughout the motor carrier industry that allowing a training provider to self-certify that its program meets all of the requirements will lead to self-certification by non-compliant training providers.
Training provider requirements
To be eligible for listing on the TPR, the training provider must self-certify that it:
- Follows a curriculum that meets the criteria listed in Part 380, Appendices A through E;
- Uses classroom and range facilities that comply with all federal, state, and/or local statutes and regulations;
- Uses vehicles in behind-the-wheel training that comply with all federal, state, and/or local statutes and regulations, and are in the same group or type that driver-trainees intend to operate for their CDL skills test;
- Uses theory instructors who meet the definition in 380.605;
- Uses behind-the-wheel instructors who meet the definition in 380.605; and
- Is licensed, certified, registered, or authorized to provide training in accordance with the applicable laws and regulations of any state where in-person training is conducted.

Currently there are over 29,000 training providers on the TPR. Over 5,300 provide public instruction.
Key to remember: The public is now able to access a list of ELDT providers under review by FMCSA and a list of training providers removed from the TPR.
