Commercial motor vehicle enforcement personnel in Canada, Mexico and the U.S. conducted 48,761 inspections during this year’s International Roadcheck, which took place May 14-16. Seventy-seven percent of commercial motor vehicles and 95.2 percent of commercial motor vehicle drivers did not have any out-of-service (OOS) violations.
The total overall vehicle out-of-service rate was 23 percent, and the driver out-of-service rate was 4.8 percent. Defective brake violations were the most common vehicle out-of-service violation discovered (25 percent of the driver OOS violations). Another 18 percent were placed OOS for “other brake violations,” bringing the total to 43 percent.
Hour-of-service violations were the most common driver out-of-service violation discovered (32 percent of the driver OOS violations). Another 10 percent were placed OOS for “false logs,” bringing the total to 42 percent.

As of January 1, 2025, certain vehicles will no longer be subject to California’s 90-day inspection program.
Recently enacted legislation removes vehicles with a gross vehicle weight rating (GVWR) of under 26,001 from the state’s mandatory 90-day vehicle inspection program (sometimes referred to as the California Highway Patrol’s 90-day BIT inspection).
Vehicles that are no longer subject to the 90-day inspection requirement will be subject to the federal annual inspection requirements in Part 396 of the Federal Motor Carrier Safety Regulations (FMCSRs).
For carriers operating in New York, registration and decals expire December 31, 2024, for the Highway Use Tax (HUT) and Automotive Fuel Carrier (AFC) programs.
Carriers should take steps now to make sure they receive their new decals before the current ones expire. They need a new certificate of registration and decal for each vehicle, and they must place the new decals on their vehicles before January 1, 2025.
The period to renew HUT and AFC certificates of registration begins October 1, 2024. Carriers should act now to avoid delays and keep their highway use tax credentials active.
