PHMSA’s looking for new ways to improve safety

The Pipeline and Hazardous Materials Safety Administration (PHMSA) is looking for new ideas for leading-edge research and innovative techniques to advance the safe transportation of hazardous materials. If chosen, the new ideas could lead to a contract award between $250,000 and $2 million.
PHMSA is concentrating the ideas to five research areas:
- Aerosols: PHMSA is looking to harmonize the definition of aerosol with international dangerous goods regulations. The agency also is looking for a someone to propose and conduct tests that give some measure of the flammability of the aerosols released.
- Explosives: In an effort to ease regulatory burden, PHMSA is looking for test data to support alternative classification for de minimis quantities of explosive material that normally requires approval before transport.
- Packaging: PHMSA wants to develop new standards for packaging. The standards need to be scientifically based and should start with a review of current packaging standards. PHMSA wants to put a high emphasis on the requalification of steel cylinders, standards for reconditioned drums, and establishing service lives for all packaging types.
- Gases: There needs to be a better understanding of the hazards and risks posed by combinations of gases and liquids. PHMSA is looking for research that explores the issue and what criteria might be best suited for inclusion in these regulatory areas.
- Deregulation: PHMSA believes smaller non-bulk quantities of some hazardous materials may be over regulated. As a result, it wants to determine if regulations governing certain classes of hazardous materials transported in small or non-bulk quantities can be relaxed or eliminated without impacting transportation safety.
Submitting ideas
To submit your idea is a two-step process. The first step is to submit a White Paper to PHMSA by August 24, 2021. If your idea is selected, PHMSA will request a full proposal (step 2).
