OSHA focuses on truck/railcar tank cleaning operations in 11 states
Do your employees clean or inspect transportation tanks on trucks or railcars before refilling? These workers face deadly hazards like toxic fumes, suffocation, fires, and explosions. After 65 related deaths in eight years, now OSHA has launched two enforcement programs to reduce the risks in seven industries — NAICS codes 484110, local general freight trucking; 488210, support activities for rail transport; 488490, other support for road transport; 488510, freight transportation arrangement; 562910, remediation services; 562920, materials recovery facilities; and 562998, other waste management services.
Currently, the programs are running in two regions:
- Region V: IL, IN, MI, MN, OH, and WI from 8/2/2021 to 7/31/2026 for sites under federal jurisdiction; and
- Region VI: AR, LA, NM, OK, and TX from 7/23/2021 to 7/30/2024 for sites under federal jurisdiction.
Initially, OSHA will send informational letters, hold training sessions, and make public service announcements. However, enforcement activities begin three months after program launch and will focus on hazards and violations related to: confined spaces, electrical hazards, chemical hazard communication, overexposure to airborne contaminants, personal protective equipment, respiratory protection, noise, thermal hazards, fire and explosions, fall hazards, and struck-by hazards. Inspectors will review production operations, working conditions, injury/illness records, safety and health programs, and chemical handling and use.
