Demand exceeds supply in CARB electric vehicle rebate program
While the California Air Resources Board (CARB) says there won’t be enough electric vehicle rebates for everyone who wants them, the agency is hopeful that funding will be fully restored.
In April, CARB noted that it had already distributed 65 percent of available rebates to California electric vehicle owners and expected to run out of the supply by mid-May.
However, CARB has established a wait list for applications and projects that funding for the rebates will be fully restored shortly (assuming it is approved through the legislative process).
Through the first quarter of 2021 rebate applications for the Clean Vehicle Rebate Project (CVRP) exceeded levels for the same period in 2020, with much higher participation from low- and moderate-income consumers. The increased demand has led to a faster draw on available funds than expected.
More than 145,000 electric vehicles were sold in California in 2020, with most sales taking place in the second half of the year. The CVRP was created in 2010 to encourage sales of electric vehicles in the state. The project has issued more than $926 million to state residents for more than 405,750 new electric vehicles.
In 2016, the program placed “caps” on rebates to higher-income applicants and increased incentives for lower income-qualified consumers. Since then, more than one-third of all rebate funding has gone to lower-income applicants and those living in disadvantaged communities.
