8 steps to ensure Entry Level Driver Training (ELDT) success

These eight steps will get you onto the Training Provider Registry and ensure successful entry-level driver training.
- Document and/or develop your course material: This includes your curriculum, outlines, lesson plans, content, and supporting materials and supplies (such as videos, training aids, etc.). As part of this process, be sure to either use the requirements in the proper appendix to Part 380 as your guide or verify that your existing curriculum matches the requirements. Remember that you need to have a test covering each required classroom topic and a method for evaluating range and road skills.
- Begin facilities development: Make sure your facilities meet any local and state requirements. Also make sure your classroom and range are conducive to learning. Determine the size and ground surface you will need on your training range based on the vehicles you will use. Remember to consider protection from the elements, restroom facilities, and safety when developing your range area.
- Get vehicles modified, if necessary: The instructor must have adequate visibility (especially down the left side of the vehicle) and be able to stop the vehicle in an emergency. This may require installing an additional brake. Another consideration is making sure that any additional seating is properly installed.
- Screen and qualify your instructors: Your instructors must have the correct license and endorsements and two years of experience. You may want to add additional qualifications, such as being proficient as a driver and having the desire and ability to teach new drivers.
- Conduct your train-the-instructor class: This is not required by the regulations, but it is clearly a best practice. Driving and instructing are two totally different skills. A good driver is not necessarily a good instructor. Putting the drivers you select to be instructors through a train-the-instructor program improves the odds of ending up with a good instructor.
- Develop your recordkeeping system: The regulations require that specific records be developed and kept. Develop a checklist to use with each student to verify that all required documents are created and on file.
- Apply to the Training Provider Registry and for any required state licenses: You will need to have some of the information from your curriculum development to do this, such as hours of instruction, third-party licenses/accreditations, and cost to the student.
- Test run the program: Use a couple of students as test subjects and run the program from beginning to end. This will validate your facilities (classroom and range), road routes, time estimates, and testing processes. An alternative to this is to have a third party, such as a J. J. Keller consultant, review your program.

Key to remember: When it comes to entry-level driver training (ELDT), time is working against you. If you want to be first out of the gate, the deadline to establish a compliant ELDT program is February 7, 2022!
