A person commits a violation of operating a vehicle in a distracted manner if observed crossing in and out of a traffic lane without using a turn signal, swerving, or otherwise operating the vehicle in an impaired manner while:
- Physically holding a phone,
- Watching a video or movie on a phone,
- Recording or broadcasting a video on a phone,
- Using more than a single button or swipe of a finger on a phone to initiate or terminate a voice-communication,
- Reaching for a phone so that they are no longer in a seated driving position properly restrained by a safety belt.
These prohibitions do not apply when:
- Communicating with law enforcement or other emergency services;
- Used by law enforcement or other emergency services personnel;
- The vehicle is parked;
- Used to obtain driving directions;
- Using an earpiece, headphones, steering wheel controls, speaker phone, voice-activated technology, or other device worn on the person or mounted on the vehicle to conduct hands-free voice communication;
- Used by an employee or contractor of a utility services provider when responding to an emergency or performing other critical services;
- Used in a manner that requires the physical use of the person's hand while operating a vehicle if:
- The phone is mounted to the vehicle and the device does not create an unsafe obstruction of the view of the road, and
- The person's hand is used to activate or deactivate a feature of the phone with one swipe or tap of a finger.
A person may not text while driving.
Texting while driving includes reading or typing a text message or other nonvoice message or communication on a phone, personal data assistant, computer, or any other similar means capable of providing a visual display that is in the view of the driver in a normal driving position while the vehicle is in motion and while the person is driving.
This requirement does not apply to:
- Law enforcement or other emergency services personnel,
- Phones or personal data assistants used for voice communication or displaying caller identification information,
- Navigation or global positioning,
- Maps.
A person may not operate a vehicle if the person physically holds or supports a phone with any part of their body.
This prohibition does not apply when:
- Communicating with law enforcement or other emergency services;
- Used by law enforcement or other emergency services personnel;
- Stopped at a red light or railroad crossing;
- Using a phone with an earpiece, headphone, or device worn on a wrist to conduct voice-based communications;
- Using a phone in a hands-free manner for:
- Navigation of the vehicle,
- Use of a global positioning system, or
- Obtaining vehicle information or information related to driving a vehicle.
A driver may not use a phone when passing a school building or school zone during school hours when children are present and outside the building.
A driver may not use a phone in a highway work zone when a highway worker is present.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services, or
- A law enforcement officer engaged in official duties.
A person may not drive a vehicle while using a phone unless it is specifically designed and configured to allow hands-free listening and talking and is used in that manner while driving.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Law enforcement or other emergency services personnel,
- Driving a school bus or transit vehicle,
- Driving a motor vehicle on private property.
A handheld phone may be operated with the use of the driver's hand if:
- The phone is mounted on a vehicle's windshield in the same manner as a portable global positioning system or is mounted on a vehicle's dashboard or center console in a manner that does not hinder the driver's view of the road, and
- The driver's hand is used to activate or deactivate the phone with the motion of a single swipe or tap of the finger.
A person may not use a phone to engage in text messaging or other similar forms of manual data entry or transmission while operating a vehicle.
This prohibition does not apply to:
- Communication with a public safety entity,
- During an emergency.
A person may not operate a vehicle while using a hand-held phone to engage in a call.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Law enforcement or other emergency services personnel,
- The use of a hands-free phone.
A person may not drive a vehicle while using an electronic communication device.
This prohibition does not apply to:
- A law enforcement officer or other emergency services personnel;
- Communication with law enforcement or other emergency services;
- Engaging in a call with a hands-free electronic communication device;
- The activation or deactivation of hands-free equipment or a function of hands-free equipment;
- Driving or operating an unregistered farm tractor, farm truck, or farm equipment.
A person may not use a phone while operating a vehicle unless the phone is equipped with a hands-free accessory.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Initiating or terminating a phone call or turning the phone on or off.
A person may not operate a vehicle while using a phone in a handheld manner in a designated school crossing, school zone, or work zone area.
This prohibition is only applicable to work zone areas if construction personnel are present or are operating equipment on the road or immediately adjacent to the work zone area.
These prohibitions do not apply to:
- Use by law enforcement and emergency personnel;
- Communication with law enforcement or other emergency services;
- Receiving messages that are:
- Related to the operation or navigation of the vehicle,
- Safety-related, including emergency, traffic, or weather alerts,
- Data used primarily by the motor vehicle, or
- Radio broadcasts;
- Using a device or system in a hands-free manner for navigation purposes;
- Using a phone hands-free or hands- free in voice-operated mode;
- Operating an autonomous vehicle in autonomous mode.
While operating a vehicle, an individual may not:
- Physically hold or support a phone,
- Watch a video or movie on a phone other than watching data related to the navigation of such vehicle,
- Record or broadcast a video on a phone; (does not apply to electronic devices used for the sole purpose of continuously recording or broadcasting video within or outside of the motor vehicle).
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- An employee or contractor of a utility services provider while responding to a utility emergency;
- A vehicle which is lawfully parked;
- The use of an earpiece, headphone device, or device worn on a wrist to conduct voice-based communication.
A person may not operate a vehicle while using a mobile electronic device.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- A parked vehicle with the engine turned off.
A person may not operate a vehicle while using a phone.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A public or consumer-owned utility employee or contractor when responding to a utility emergency;
- Hands-free use of a global positioning or navigation system feature of a phone, provided that the operator of the vehicle is not manually entering information into the phone;
- Selection of a phone number or name for the purpose of making or receiving a phone call, provided that the action is performed through one-touch access or by voice command;
- Use in a voice-operated or hands-free mode if the operator of the vehicle does not use hands to operate the phone, except through one-touch activation or deactivation of a feature or function of the phone;
- Use by a governmental or commercial user during the performance of that person's official duties, if used in a similar manner as a commercial two-way radio communication device; or
- A farming or ranching operation to help move farm tractors, equipment, and husbandry implements from one farm operation to another.
A person may not operate a vehicle while using a hand-held phone.
This prohibition includes using the device to watch or stream video, participate in any video conferencing application, or access any social media site.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use in hands-free or voice-operated mode, which may include the use of a headset (may not use the device to watch or stream video, participate in any video conferencing application, or access any social media site);
- Use while parked;
- Use when the vehicle is stopped due to normal traffic being obstructed and the driver has the motor vehicle transmission in neutral or park; or
- Using the phone by pressing a single button to initiate or terminate a voice communication, (may not use the device to watch or stream video, participate in any video conferencing application, or access any social media site).
A person may not hold or use a wireless telephone while operating a vehicle.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use in conjunction with hands free or voice operated technology.
A person may not use a hand-held electronic communication device to write, send, or view an electronic message while driving a vehicle.
This prohibition does not apply to:
- Use by law enforcement and emergency personnel;
- Receiving safety-related information including emergency, traffic, or weather alerts;
- A stopped vehicle not on the traveled portion of the roadway,
- Use of a global positioning system or navigation system;
- Engaging in a call by selecting or entering a phone number or name in a hand-held phone or activating, deactivating, or initiating a function of a hand-held phone.
A person may not operate a vehicle while using a wireless communications device to write, send or read a written communication.
This prohibition does not apply to:
- Use by law enforcement and emergency personnel;
- A stopped vehicle not on the traveled portion of the roadway,
- Reading, selecting, or entering a phone number or name in a wireless communications device for the purpose of making or receiving a phone call;
- Receiving an emergency, traffic, or weather alert message; or
- Receiving a message related to the operation or navigation of the vehicle.
A person may not operate a vehicle while writing, sending, or reading text-based communication on a personal communication device.
This prohibition includes:
- Text messages,
- Instant messages,
- Electronic mail.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use of a global positioning system;
- Reading, selecting, or entering a phone number or name to make a phone call.
A person may not operate a hand-held phone to engage in a call while operating a vehicle during the posted hours within a school zone.
The school zone prohibition only applies when signs are posted indicating hand-held cell phone use is prohibited while operating a vehicle.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Operation of a phone when lawfully parked.
A person may not operate a vehicle while using, manipulating, talking into or otherwise interacting with a phone, including but not limited to while the vehicle is temporarily stationary because of traffic, a traffic light or a stop sign.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use of a phone in hands-free mode,
- A parked vehicle in a location where the vehicle can safely remain stationary.
The operator of a vehicle may use a hand to activate or deactivate a feature or function of a phone that is in "hands-free mode" and mounted or affixed to the vehicle in a location that does not interfere with the operator's view of the road if the feature or function activated requires only a single swipe, tap or push of the operator's finger.
A driver of a vehicle in motion may not use a handheld phone.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Initiating or terminating a phone call or turning off the phone.
An operator of a vehicle may not use a phone unless the device is being used in hands-free mode.
An operator of a motor vehicle may not read or view text, images, or video displayed on a phone.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Viewing a map generated by a navigation application on a phone mounted on or affixed to a vehicle's windshield, dashboard, or center console that does not impede the operation of the vehicle;
- A parked vehicle.
An individual may not hold or use a phone while operating a vehicle, including when:
- Sending or receiving a call;
- Sending, receiving, or reading a text message;
- Viewing, recording, or transmitting a video;
- Accessing, reading, or posting to a social networking site.
A driver may not reach for a phone in a manner that requires a driver to maneuver so that the driver is no longer in a seated driving position and restrained by a seat belt.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A public utility employee or contractor responding to a public utility emergency;
- Use of a global positioning or navigation feature of a phone if information is not entered by hand;
- Use of a voice-operated or hands-free mode if the operator:
- Uses a single button press, tap, or swipe to activate or deactivate a feature or function of the phone or to select a phone number or name;
- Uses a phone integrated into a vehicle and has the user interface permanently installed into it;
- Use for continuously recording or broadcasting video inside or outside of a motor vehicle;
- Use of a phone that is placed in a mount and used in any manner as described above.
A person operating a vehicle may not hold a wireless communications device with one or both hands or use a wireless communications device to:
- Engage in a phone call, including initiating a call, talking or listening, and participating in video calling; and
- Access the following types of content stored on the device:
- Video content,
- Audio content,
- Images,
- Games, or
- Software applications.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A device solely in a voice-activated or hands-free mode to:
- Initiate or participate in a call; or
- Initiate, compose, send, or listen to an electronic message;
- Viewing or operating a global positioning system or navigation system that does not require the driver to type while the vehicle is in motion or a part of traffic (may not hold the device with one or both hands);
- Listening to audio-based content in a manner that does not require the driver to scroll or type while the vehicle is in motion or a part of traffic (may not hold the device with one or both hands).
An operator of a vehicle may not write, send, or read a text message and may not access, read, or post to a social networking site using a phone while driving.
This prohibition does not apply to:
- A voice-operated or hands-free device,
- An emergency, traffic or weather alert,
- A message related to the operation or navigation of the vehicle.
An operator of a vehicle may not:
- Physically hold or support a phone with any part of the body;
- Make any communication on a phone, including a call, voice message, or one-way voice communication;
- Engage in any form of electronic data retrieval or electronic data communication on a phone;
- Manually enter letters, numbers, or symbols into any website, search engine, or application on phone;
- Watch a video or movie on a phone, other than watching data related to the navigation of the vehicle; or
- Record, post, send, or broadcast video, including a video conference, on a phone (this prohibition does not apply to a phone used for the sole purpose of continually monitoring operator behavior by recording or broadcasting video within or outside the vehicle).
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use solely through a voice- operated or hands-free feature or function;
- Use while the vehicle is lawfully stopped or parked;
- Use to access or view a map for navigational purposes;
- Use to access or listen to an audio broadcast or digital audio recording.
A person may not use a handheld wireless communication device to read a written communication, manually type a written communication, or send a written communication while operating a vehicle.
This prohibition does not apply to:
- Use by law enforcement and emergency personnel,
- A person operating a vehicle in an emergency.
A person may not, while operating a vehicle, use a phone to engage in voice communications with another person.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- An employee or contractor of a public utility who uses a phone to respond to an emergency;
- A phone used with an accessory which allows the person to communicate without using hands, other than to activate, deactivate or initiate a feature or function on the device.
A person, while driving a moving vehicle or temporarily halted in traffic may not use a hand-held phone to:
- Initiate, receive, or conduct a conversation;
- Initiate a command or request to access the Internet; or
- Input information into a global positioning system or navigation device.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use of a Bluetooth enabled or other hands-free electronic device, or a similar device that is physically or electronically integrated into a motor, to send or receive information provided the driver does not have to divert attention from the road ahead;
- A parked vehicle.
An operator of a moving vehicle may not use a phone.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Hands-free use if its placement does not interfere with the operation of safety equipment and caution is used when operating the vehicle.
A person may not read or view a text message or manually type on a handheld mobile communication device for any purpose while driving a vehicle.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- An amateur radio held by an individual with a valid amateur radio operator license issued by the Federal Communications Commission.
A person may not operate a vehicle while using a cell phone.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Use of a hands-free phone.
A person may not operate a vehicle while using a phone to:
- Manually enter multiple letters or text in the device to communicate with another person, or
- Read electronic mail or a text message transmitted to or stored within the device.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services,
- Use while lawfully parked or stopped,
- Use of factory-installed or aftermarket global positioning systems or wireless communications devices to transmit or receive data as part of a digital dispatch system,
- Use of voice-operated technology,
- A name or number stored in the device or caller identification information.
A person may not operate a vehicle while using a wireless communications device to compose, read, or send an electronic message.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Reading, selecting, or entering a phone number, an extension number, or voice mail retrieval codes and commands into an electronic device for the purpose of initiating or receiving a phone call or using voice commands to initiate or receive a phone call;
- Inputting, selecting, or reading information on a global positioning system device or other navigation system device;
- Using a device capable of performing multiple functions, such as fleet management systems, dispatching devices, phones, citizen band radios, music players, or similar devices, for a purpose that is not otherwise prohibited;
- Voice or other data transmitted as a result of making a phone call;
- Data transmitted automatically by a wireless communication device without direct initiation by an individual; or
- A wireless communications device used in a voice-activated, voice-operated, or any other hands-free manner.
A person may not operate a vehicle while using, holding, or physically supporting a cell phone with any part of the person’s body.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Driving a public safety vehicle in the course of the person's duties;
- A parked vehicle due to an emergency or road closure;
- Holding the phone directly near the ear for the purpose of making, receiving, or conducting a call (may not manually enter letters, numbers, or symbols into device);
- Receiving wireless messages regarding the operation or navigation of a vehicle; safety-related information, including emergency, traffic, or weather alerts; or data used primarily by the vehicle (may not hold or support the device with any part of the person's body);
- Using the speaker phone function (may not hold or support the device with any part of the person's body);
- Navigation purposes (may not manually enter letters, numbers, or symbols or hold or support the phone with any part of the person's body).
- Using a feature or function with a single touch or single swipe (may not manually enter letters, numbers, or symbols or hold or support the phone with any part of the person's body).
- Operating a utility service vehicle or a vehicle on behalf of a utility in response to an emergency;
- A voice-operated or hands-free feature or function of the vehicle or of the phone without the use of either hand except to activate, deactivate, or initiate the feature or function with a single touch or swipe (may not hold or support the device with any part of the person's body);
- Technology that physically or electronically integrates the phone into the motor vehicle (may not manually enter letters, numbers, or symbols or hold or support the phone with any part of the person's body);
- Storage of the phone in a holster, harness, or article of clothing on the person's body.
A person may not operate a vehicle while using a hand-held electronic communication device to manually compose, send or read an electronic text message while the vehicle is in motion.
This prohibition does not apply to a person using a phone or electronic communication device to communicate with law enforcement or other emergency services.
A person may not drive a vehicle while:
- Holding a phone in their hand,
- Using a phone for any purpose.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Driving a public safety vehicle in the course of the person's duties,
- Use of a hands-free accessory.
A person may not operate a motor vehicle while using an interactive wireless communications device to send, read or write a text-based communication while the vehicle is in motion. A person does not send, read or write a text-based communication when the person reads, selects or enters a telephone number or name in an interactive wireless communications device for the purpose of activating or deactivating a voice communication or a telephone call.
This prohibition does not apply to:
- Reading, selecting, or entering a phone number or name in an interactive wireless communications device to activate or deactivate a voice communication or a phone call.
A person may not operate a vehicle while using a hand-held phone to engage in a call.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Use by employees or agents of a public utility,
- Use of a hands-free phone
A person may not operate a vehicle while using a wireless electronic communication device to compose, send, or read text-based communication.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- A lawfully stopped or parked vehicle,
- Use of a hands-free wireless electronic communication device,
- Transmitting or receiving data as part of a digital dispatch system;
- Use of a global positioning system device or an internal global positioning system feature or function of a wireless electronic communication device for the purpose of navigation or obtaining related traffic and road condition information.
No person may operate a vehicle while using a mobile electronic device.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Use of a global positioning or navigation system feature of a phone (may not manually enter information),
- Use of a phone in a voice-operated or hands-free mode if the operator of the vehicle does not use hands to operate the phone, except to activate or deactivate a feature or function of the phone.
A person, while operating a vehicle may not:
- Physically hold or support a phone with any part of the body;
- Reach for a phone in a manner that requires the driver to no longer be:
- In a seated driving position; or
- Properly restrained by a safety belt;
- Watch a video or movie on a phone other than viewing data related to the navigation of the motor vehicle; or
- Record or broadcast video on a phone.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use by employees or contractors of utility services;
- Lawfully stopped or parked vehicles;
- Use of an earpiece, headphone device, or device worn on a wrist to conduct a voice-based communication; or
- Using only one button on a phone to initiate or terminate a voice communication.
A function or feature of a phone may be activated or deactivated in a manner requiring the physical use of the driver's hand while the driver is operating a motor vehicle if:
- The phone is mounted on the vehicle's windshield, dashboard, or center console in a manner that does not hinder the driver's view of the road; and
- The driver's hand is used to activate or deactivate a feature or function of the phone with the motion of one swipe or tap of the driver's finger, and does not activate camera, video, or gaming features or functions for viewing, recording, amusement, or other non-navigational functions, other than features or functions related to the transportation of persons or property for compensation or payment of a fee.
A driver may not use a phone while operating a vehicle within a school crossing zone or on school property zone unless:
- The vehicle is stopped, or
- The cell phone is used with a hands-free device.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel.
An individual may not use a phone while operating a vehicle on a highway in Utah to manually:
- Dial a phone number,
- Access the internet,
- Record video,
- Take a photograph,
- Enter data or
- View a video or photograph.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel.
- Use of the phone for voice communication;
- Viewing a global positioning or navigation application;
- Operation of:
- Hands-free or voice operated technology, or
- A system that is physically or electronically integrated into the motor vehicle.
An individual may not use a phone while operating:
- In a place open to public or general circulation of vehicles; or
- On a highway, including while the vehicle is stationary or temporarily stationary because of traffic, a traffic control device, or other temporary delays.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Hands-free use;
- Activation or deactivation of hands-free use, provided the phone is securely mounted or the activation or deactivation is done through an internal feature of the phone, or without the operator utilizing either hand to hold the phone;
- Use of a global positioning or navigation system if securely mounted in the vehicle; or
- A parked vehicle, without the motor running, where it can safely and lawfully remain stationary.
A person driving a vehicle may not hold a phone.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- An operator who is lawfully parked or stopped.
A person may not use a phone while driving a vehicle, including when the vehicle is temporarily stationary because of traffic, a traffic control device, or other momentary delays.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A parked vehicle;
- The minimal use of a finger to activate, deactivate, or initiate a function of the device.
When operating a vehicle, a driver may not:
- Physically hold or support a phone with any part of the body (does not apply to the wearing of a smartwatch);
- Write, send, or read any text-based communication on a phone;
- Make any communication with a phone, including a phone call, voice message, or one-way voice communication;
- Engage in any form of electronic data retrieval or electronic data communication on a phone;
- Manually enter letters, numbers, or symbols into any website, search engine, or application on a phone;
- Watch a video or movie on a phone other than watching data related to the navigation of the vehicle;
- Record, post, send, or broadcast video, including a video conference on a phone (does not apply to a phone used for the sole purpose of continuously recording or broadcasting video within or outside of the motor vehicle); or
- Actively play a game on a phone.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- An employee or contractor of a utility services provider while responding to a utility emergency,
A person may not drive a vehicle while using a phone where persons engaged in work in a highway maintenance or construction area, utility work area, or emergency or roadside response area are at risk from traffic.
No person driving a vehicle may operate or be positioned to directly observe any phone located within the vehicle that is activated and that is providing entertainment primarily by visual means.
This construction/utility/emergency prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- The use of a phone through a voice-operated or hands-free device if the driver does not use hands to operate the device, except to activate or deactivate a feature or function of the phone.
This visual entertainment prohibition does not apply to:
- A global positioning system;
- The display of information related to the operation, navigation, condition, radio, or safety of the vehicle;
- The display of information related to traffic, road, or weather conditions;
- Monitoring vehicle occupants seated rearward of the driver;
- Any phone installed or mounted, with respect to the vehicle operator, functions as provided above while simultaneously providing entertainment visible only from passenger seats of the vehicle.
A person may not use a handheld electronic wireless communication device to write, send or read a text-based communication while operating a vehicle.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use of voice operated or hands-free technology;
- Use when the vehicle is lawfully parked;
- Writing, reading, selecting or entering a phone number or name to make or receive a phone call.
