The school zone prohibition only applies when signs are posted indicating hand-held cell phone use is prohibited while operating a vehicle.

This prohibition does not apply to:

Communication with law enforcement or other emergency services,
Use by law enforcement and emergency personnel, or
Operation of a phone when lawfully parked.
