In North Carolina, a person may not operate a vehicle while using a phone to: Manually enter multiple letters or text in the device to communicate with another person, or Read electronic mail or a text message transmitted to or stored within the device.
These prohibitions do not apply to:
Communication with law enforcement or other emergency services,
Use while lawfully parked or stopped,
Use of factory-installed or aftermarket global positioning systems or wireless communications devices to transmit or receive data as part of a digital dispatch system,
Use of voice-operated technology, or
A name or number stored in the device or caller identification information.
