If you operate in California, you likely have a few things to do before January 1
The California Air Resources Board (CARB) has several programs with deadlines that are quickly approaching. These programs affect carriers that operate in California, regardless of where they are based. The programs are:
- The Clean Truck Check (also known as the HD I/M program)
- Advanced Clean Fleet
- Transportation Refrigeration Unit (TRU)
Clean Truck Check
This program requires all vehicles that operate in California with a GVWR of 14,001 pounds or more to be registered in CARB’s CTC-VIS database by January 1. Part of registering will include paying a $30 per vehicle fee. This is also the program that requires vehicle owners or operators to upload onboard diagnostic downloads proving that the vehicle is operating within its designed emissions parameters starting in July 2024.
Advanced Clean Fleet
Under the Advanced Clean Fleet (ACF) program, drayage truck and high priority fleets will have to register their fleet in CARB’s TRUCRS system by January 1. High priority fleets under the ACF program are fleets that operate vehicles with a GVWR of 8,501 pounds or more in California and that have 50 or more vehicles or have an annual revenue of $50 million or more.
Transport Refrigeration Unit
The Transport Refrigeration Unit (TRU) program requires that all TRUs operating in California be registered in CARB’s ARBER system by January 1. Also, the ARB ID issued by ARBER must be on the TRU by January 1. California-based TRUs already must be registered and display an ARD ID. What is changing is the registration requirement is now being expanded to all TRUs that operate in CA, regardless of where they are based.
Still in place
The legacy Truck and Bus program that requires all vehicles with a GVWR of 14,001 pounds to have a model year (MY) 2010 or newer engine is still in force. Also, the greenhouse gas reduction program that requires box-type trailers that are over 50 feet in length (and the tractors pulling them) to have full aerodynamics and low rolling resistance tires is also still in place. Finally, the requirement that all trucks that operate into, out of, and inside of rail ramps and ports (called drayage trucks) be registered in the CARB Drayage Truck database and be equipped with a 2010 or newer engine is also in place.
Key to remember: If you operate in California, look at your operations and register the vehicles covered by the Clean Truck, ACF, or TRU programs by January 1, 2024.
