FMCSA accepting young driver pilot program applications
Registration is now open for a three-year pilot program that allows employers to establish an apprenticeship program for drivers under 21-years old who hold a commercial driver’s license (CDL), allowing these drivers to operate commercial motor vehicles (CMVs) in interstate commerce.
The basics
The program is limited to 3,000 apprentices. The Federal Motor Carrier Safety Administration (FMCSA) anticipates a maximum of 1,000 motor carriers participating in the program.
Motor carriers that participate in the program must:
- Complete an application with FMCSA for participation;
- Submit monthly data on an apprentice’s driver activity, safety outcomes, and any additional supporting information; and
- Verify that proposed apprentices meet all requirements to participate.
Carriers participating in the program will be publicly identified on FMCSA’s website.
In addition to registering with FMCSA, carriers must also register an apprenticeship program with the U.S. Department of Labor (DOL). It is recommended that carriers wanting to participate in the program register for a Registered Apprenticeship (RA) number as soon as possible. FMCSA will not register new carriers without an RA number.
Apprentice requirements
In order to drive a CMV in interstate commerce while participating in the program, an apprentice must meet specific criteria. The program’s requirements include:
- A 120-hour probationary period, including at least 80 hours spent driving, followed by a 280-hour probationary period of on-duty time, including at least 160 hours of driving.
- The apprentice must show competency in a dozen maneuvers and skills, including backing, pretrip inspections, fueling, and coupling and uncoupling.
- The apprentice may only drive a vehicle with:
- An automatic or automatic manual transmission,
- An active braking collision mitigation system,
- A forward-facing and in-cab driver-facing camera, and
- A governed speed of 65 mph at the pedal and under adaptive cruise.
- An apprentice must be accompanied in the passenger seat of the CMV by an experienced driver. An experienced driver is defined as someone who:
- Is at least 26-years old,
- Has held a CDL for at least two years, with no accidents or moving violations in the last two years, and
- Has a minimum of five years of experience driving a CMV in interstate commerce.
The apprentice may not transport hazardous materials or passengers or operate double- or triple-trailer combinations or cargo tank vehicles while participating in the pilot program, regardless of any license or endorsement held.
Also, the apprentice may not participate in the program if, within the past two years, the apprentice had more than one license or was convicted of various serious offenses resulting in suspension, revocation, cancellation, or disqualification of the apprentice’s license.
In addition, if at any time while participating in the program the apprentice is disqualified for a major offense, serious traffic violations, railroad-highway grade crossing violation, or violation of an out-of-service order, as outlined in 383.51 of the Federal Motor Carrier Safety Regulations (FMCSRs), the apprentice will be disqualified and removed from the program.
Motor carrier qualifications
To qualify for participation, the motor carrier must meet the following standards:
- Have proper operating authority, if required, and registration;
- Have at least the minimum levels of financial responsibility required by FMCSRs;
- Not be a high or moderate risk motor carrier as defined by FMCSA;
- Not have a conditional or unsatisfactory safety rating;
- Not have any open enforcement actions (Imminent Hazard, Operations Out-of-Service (OOS) Orders) in the previous six years;
- Not have a crash rate above the national average; and
- Not have a driver or vehicle OOS rate above the national average.
Approval for participation in the pilot program will also be dependent on the motor carrier’s agreement to comply with all pilot program procedures, including the monthly submission of data.
FMCSA will monitor motor carrier and driver performance throughout the pilot program to ensure safety. Motor carriers may be disqualified from the pilot program at any time for various reasons, including not meeting the criteria listed above.

Motor carriers that complete the application process with both FMCSA and DOL, meet the pilot program’s criteria, and are accepted into the pilot program, may allow selected 18- to 20-year-old drivers to operate CMVs that require a CDL in interstate commerce.
