DOT Unveils Comprehensive Registration Modernization Plans
In late October, the DOT held a meeting to update industry stakeholders on its ambitious registration modernization plans. The meeting covered recent changes, upcoming developments for early 2025, and necessary regulatory actions, focusing on fraud prevention, system updates, and the introduction of a new Registration Modernization Hub.
Fraud and identity verification
The Federal Motor Carrier Safety Administration (FMCSA) established a fraud team in the summer of 2024. Fraud measures that have already been implemented include:
- Suspending online requests for USDOT personal identification numbers (PIN),
- Supporting documentation required for paper submissions,
- The use of multi-factor authentication,
- Creation of a fraud alert webpage, and
- The use of a third party to assist in identity verification.
To ensure data integrity and accuracy in FMCSA’s new registration system, all existing registrants will complete identity and business verification before completing any transactions in the new system.
Registration system update
The FMCSA envisions the development of a user-friendly registration system to manage the registration life cycle for regulated entities. The agency’s goal is to launch the new system in 2025. They expect the first release to affect registration changes, additional fraud prevention measures, streamlining the process and tools and to include an entity’s registration status.
- Registration changes:
- USDOT number as single identifier,
- Stop issuing Motor Carrier (MC) and Freight Forwarder (FF) numbers, and
- Show authorities issued as a suffix to the USDOT number;
- Additional fraud prevention measures:
- All users required to verify identity,
- Business verification (must be a real entity), and
- Principle Place of Business (PPOB) validation;
- Streamlined process and tools:
- User accounts for all registration customers,
- Process Agent (BOC-3) filing process within the registration process, and
- Grants of registration provided electronically only; and
- Entity’s registration status indicator for safety registration and operating authority:
- Active,
- Suspended, or
- Revoked.
Registration modernization hub
A frustration for carriers has been a sporadic implementation for the new systems. The hub will feature frequently asked questions and information about what is coming next.
Key to remember
Change is not easy for the provider or for the end user. The next time you update your information with the FMCSA, the registration system may look, feel, and act completely differently. Extend your lead time to file or make changes.
