Be aware when shipping hazmat by air: IATA updates DGR
Anyone shipping hazmat by air should be aware of recent changes made to the regulations. The International Air Transport Association (IATA) released the second addendum to the current Dangerous Goods Regulations (DGR), 64th Edition. This addendum updates the IATA DGR to correct errors, add or remove restrictions, and clarify the regulations for those shipping hazmat by air.
The IATA DGR Addendum II includes two notable updates that apply to those who ship portable electronic devices (PED) and battery-powered vehicles or equipment.
Batteries in portable electronic devices (including medical devices)
Previously, Section 2 of the IATA DGR required all PEDs containing batteries and spare batteries to be completely switched off. However, that is no longer the case. An exception was added to Section 2.3.5.8(b) that allows PEDs with certain batteries to remain on, see the addition underlined below:
“(b) the device must be completely switched off (not in sleep or hibernation mode), unless the device contains only lithium batteries not exceeding:
-- for lithium metal batteries, a lithium content of 0.3 g; or
-- for lithium ion batteries, a Watt-hour rating of 2.7 Wh.”
Battery-powered vehicles or equipment
Packing Instruction 952, paragraph (b)(2) was corrected by including additional text (underlined):
“2. lithium batteries must meet the provisions of 3.9.2.6.1, except that pre-production prototypes of lithium cells or batteries, when these prototypes are transported for testing, or low production runs of lithium cells or batteries that have not been tested to the requirements of in Part III, subsection 38.3 of the UN Manual of Tests and Criteria may be transported aboard a cargo aircraft if approved by the appropriate authority of the State of origin and the State of the operator. A copy of the document of approval must accompany the consignment. Lithium batteries which have been removed from the vehicle and are packed separate from the vehicle in the same outer packaging must be offered for transport as “UN 3481, Lithium ion batteries packed with equipment” or “UN 3091, Lithium metal batteries packed with equipment” and packed according to Packing Instruction 966 or Packing Instruction 969, as applicable.”
Additional changes
The New or Amended Operator Variations (Section 2.8.3) area includes changes to operating procedures from 18 airlines. The list of airlines making changes includes:

Changes from the IATA DGR Addendum II are effective immediately and will remain in effect until the 64th Edition of the IATA DGR is no longer valid.
