A “short-haul” operation is generally thought of as a commercial motor vehicle operation in which the vehicle returns to its starting location each day. The hours-of-service regulations do not specifically define or use the term “short haul” except as a caption for 395.1(e), which provides some exceptions for drivers who stay within a 150 air-mile radius.
