All vehicles operated within Oregon must be registered unless otherwise exempt. Exempt vehicles include, but aren't limited to:
- Road rollers, farm tractors, trolleys, and traction engines;
- Trailers equipped with pneumatic tires made of elastic material, which aren't operated within Oregon with a loaded weight exceeding 1,800 pounds;
- Government vehicles;
- Implements of husbandry; and
- Vehicles currently registered and titled in any other country, state, or territory as long as the owner isn't a resident of the state.
Commercial registration is for vehicles that are Oregon-based and operate solely within Oregon. Carriers operating within Oregon must enroll their vehicles in the weight-mile tax program. There are three different registration options for commercial vehicles exceeding 26,000 pounds. Determine your appropriate registration type through the following:
- If you operate only within Oregon, you pay full Oregon registration fees and are issued commercial registration plates.
- If you operate within Oregon and at least one other state or jurisdiction, you may pay other jurisdiction's registration fees to Oregon to be issued apportioned registration plates.
- If you only operate a vehicle temporarily, you pay registration fees and are issued a temporary registration trip permit.

License plate display
Mopeds, motorcycles, trailers, campers, antique vehicles, and special interest vehicles must display one license plate on the rear of the vehicle.
Two license plates are issued to all other vehicles. One plate must be displayed on the front of the vehicle, and the other on the rear of the vehicle. License plates can't be altered or have a frame that covers the numbers, letters, or tags/stickers.
International Registration Plan
Oregon is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: Oregon commercial trip permits are available for vehicles that don't have current registration or Oregon listed on the vehicle registration. The permit is valid for 10 days and must be obtained before operation.
Hunter's or unladen weight permit: An unladen weight permit is a permit issued to an owner-operator (lessor) who terminates a lease and has to surrender his apportioned license plate and cab card to the carrier (lessee). This permit enables a vehicle or combination of vehicles to use the highways in all jurisdictions for the purpose of locating a new job. The permit is valid for 10 days, is nontransferable, and must be used to vehicles operating at an unladen weight.

Fees: The fees are determined by mileage previously traveled in each jurisdiction, estimated mileage traveled in new jurisdictions, vehicle identification information, and maximum weight.

Weight-mile tax
Motor carriers operating vehicles in commercial operations on public roads within Oregon, with a gross vehicle weight exceeding 26,000 pounds, are subject to weight-mile tax. The vehicle must be enrolled to avoid paying a fuel tax at the pump. A motor carrier can either get a temporary pass and pay the weight-mile tax up front, or enroll their vehicle and pay the weight-mile tax on a tax report.
You must file reports if you have Oregon plates or a valid weight-mile tax enrollment, even if you don't owe tax. Your account may be suspended if you fail to file the required reports.
