OSHA regulations are not generally prescriptive when it comes to storage rack safety. However, there are a few standards that OSHA may reference when issuing citations related to storage racks and stacking.
First is the General Duty Clause, which requires employers to provide a workplace that is free from recognized hazards. To justify a citation under the General Duty Clause, OSHA may refer to a rack manufacturer’s recommendations, or to the ANSI MH 16.1 standard, Design, Testing, And Utilization of Industrial Steel Storage Racks.
The OSHA standard at 29 CFR 1910.176 requires that “Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse." And 29 CFR 1910.159 requires an 18-inch clearance between the top of a racking system and any fire sprinklers in a workplace.

State comparison
OSHA permits states to assume the enforcement responsibility for workplace safety and health by adopting a state plan. State plans must be at least as stringent as OSHA protections, rules, and regulations but are often more stringent.
