The Spill Prevention, Control, and Countermeasures (SPCC) rule requires regulated facilities to prepare and implement spill prevention and control measures. This ensures that facilities have containment and other countermeasures in place to prevent oil spills from reaching navigable waters or adjoining shorelines.
