Will a Pre-employment Screening Program (PSP) report satisfy the pre-employment query of the Clearinghouse?
No, the PSP report that many motor carriers request on applicants does not qualify as a substitute for the Clearinghouse query. The two databases, although both managed by the Federal Motor Carrier Safety Administration, are not tied in any way and do not contain the same data. The PSP report is the result of roadside inspection and crash reports entered into MCMIS by enforcement. The Clearinghouse contains Part 382 violations and subsequent evaluation, treatment, and testing, as provided by parties outside of enforcement (employers, SAPs, C/TPAs, MROs).
