When must the EPCRA Tier II report be submitted under 40 CFR 370, what if the deadline falls on a weekend, and can a facility get an extension?

Tier II forms need to be submitted to the State Emergency Response Commission, Local Emergency Planning Commission, and local fire department on or before March 1st even if the reporting deadline falls on a Saturday or Sunday. In order to be considered submitted, Tier II forms must be postmarked by March 1st.

Emergency Planning and Community Right-to-Know Act (EPCRA) Section 312(a)(2) says that facilities must submit a Tier I/Tier II form by the March 1st with respect to the previous calendar year. Since this is a statutory provision, EPA cannot grant extensions to the deadline.
