What is the purpose of hazard communication in food safety?

OSHA’s Hazard Communication (HazCom) standard (29 CFR 1910.1200) gives employees the right to know and understand the hazards of the chemicals they’re exposed to. It also helps prevent chemical contamination of food by ensuring that the hazards of chemicals used in food operations are clearly understood, properly labeled, and effectively communicated. A strong hazard communication program helps food facilities:

• Prevent employee exposure to hazardous chemicals,
• Ensure chemicals are properly labeled and identified,
• Provide access to information for safe handling and emergency response, and
• Support safe use of chemicals without compromising food safety.

OSHA requires covered employers to develop and implement a written hazard communication program that includes a list of hazardous chemicals present in the facility and explains how the organization will meet the requirements of the HazCom standard. This includes provisions for chemical labeling, safety data sheets (SDS), and employee information and training; see paragraph (e) of 1910.1200 for further detail.

In food processing environments, where sanitizers, cleaners, and processing agents are commonly used, hazard communication plays a role in maintaining both employee safety and product integrity. Facilities must ensure that SDSs are readily accessible to employees in their work area, chemicals are properly labeled (including secondary containers not intended for immediate use), and employees are trained.

During inspections and audits, FDA and USDA/FSIS regulators may review elements related to chemical safety and sanitation programs. OSHA inspections would focus on how the organization protects employees under 1910.1200.
