The RQ is a numerical value that triggers emergency release notification requirements of:
- Hazardous substances defined by the Comprehensive Environmental Response, Compensation, and Liability Act (CERLCA hazardous substance) at 40 CFR Part 302, and
- Extremely hazardous substances (EHSs) as defined by the Emergency Planning and Community Right-to-Know Act (EPCRA) in Appendices A and B to Part 355.
If a CERCLA hazardous substance or EHS is released at or above its RQ over a 24-hour period, the facility must comply with the applicable emergency release notification requirements of CERCLA and EPCRA.
A TPQ is a numerical value that triggers the emergency planning requirements of EPCRA in Part 355. If an EHS is present at a facility in an amount equal to or greater than its TPQ, the facility is subject to the emergency planning requirements.
