Under the Hazard Communcation standard, the employer must have a safety data sheet (or material safety data sheet) for each chemical which is considered to be a hazardous chemical as that term is defined at 1910.1200(c), except for those substances specifically exempted under 1910.1200(b)(6).
"Hazardous chemical" means any chemical which is classified as a physical hazard or a health hazard, a simple asphyxiant, combustible dust, or hazard not otherwise classified. OSHA 1910.1200(c) further defines the terms physical hazard, health hazard, simple asphyxiant, combustible dust, and hazard not otherwise classified.
