We provide hearing tests to all of our employees, which are voluntary if the exposure is below OSHA’s limits. Are we still responsible if someone has a Standard Threshold Shift (STS), but they’re exposed under 85dB at work?

The follow-up procedures for STSs only apply to employees exposed at work to noise at or above an 8-hour time-weighted average of 85 dBA. But, because you’ve tested the person, you would still have to comply with OSHA’s standard on Access To Employee Exposure and Medical Records under 1910.1020. That standard would consider the audiogram to be an exposure record, so you would have to preserve it and give the employee access to it.
