The Vietnam Era Veterans’ Readjustment Assistance Act of 1974, (VEVRAA) requires certain federal contractors and subcontractors to submit a report identifying veterans in their workforce.
Scope
For the purposes of the VETS-4212 report, employees must be identified by the same job categories required by the EEO-1 Report and also according to their identification with certain veteran statuses. Employers with 10 or more hiring or business locations must file their VETS-4212 Reports electronically, while smaller businesses have the option to file on paper.

Summary of requirements
The VETS-4212 Report is an annual report that must be filed no later than September 30th each year (contractors may file as early as August 1 of each year). The report must be filed by federal contractors or subcontractors who have a contract or subcontract with any department or agency of the United States (including construction) that is:
- Entered into (or modified) on or after December 1, 2003, and
- In the amount of $150,000 or more.
Veteran statuses. For the purposes of the VETS-4212 report, employees must be identified by the same job categories required by the EEO-1 Report and also according to their identification with the following veteran statuses:
- Disabled veteran —
- A veteran of the U.S. military, ground, naval, or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or
- A person who was discharged or released from active duty because of a service-connected disability.
- Armed forces service medal veteran — A veteran who, while serving on active duty in the U.S. military, ground, naval, or air service, participated in a U.S. military operation for which an Armed Forces service medal was awarded.
- Recently separated veteran — A veteran who has been discharged or released from active duty less than three years ago.
- Active duty wartime or campaign badge veteran — A veteran who served on active duty during a war or in a campaign or expedition for which a campaign badge has been authorized under the laws administered by the Department of Defense. Under the VETS-100A Report, this category was known as “Other protected veteran.”
Prior to 2018, contractors were required to use employment data for the 12-month period preceding a date between July 1 and August 31 that represents the end of a payroll period. Beginning with reports filed in 2018 and later, contractors are allowed to pull a single data snapshot as of December 31 for use in both EEO-1 and VETS-4212 reporting.
Types of Reports. Employers are required to file differently based on their organizational structure. While single-establishment employers must file only one VETS-4212 Report, multi-establishment employers (those doing business at more than one hiring location) must file:
- A report covering the principal or headquarters office,
- A separate report for each hiring location employing 50 or more persons, and
- Either:
- A separate report for each hiring location employing fewer than 50 persons, or
- Consolidated reports covering hiring locations within one state that have fewer than 50 employees (each state consolidated report must also list the name and addresses of the hiring locations covered by the report).
Note that a consolidated report for the entire organization is not required for VETS-4212 reporting purposes, though it may be required as part of an EEO-1 Report.
Submission. The filing period for the VETS-4212 Report is from August 1 to September 30. Employers may complete and submit VETS-4212 Reports using the Department of Labor's (DOL's) web-based filing system.
Employers with 10 or more hiring or business locations must file their VETS-4212 Reports electronically, either by using the web-based electronic filing system or by submitting their reports in alternate electronic formats such as compact disc or flash drive. Employers with 10 or fewer hiring sites may also file their VETS-4212 Reports using the DOL's web-based filing system, but these smaller employers also have the option of filing on paper.
