When a vehicle or vessel is sold from one citizen or business to another within Kentucky, the title must be transferred to the new owner within 15 days. All motor vehicles operated upon Kentucky highways must be titled and registered. Any vehicle owned b a Kentucky resident or primarily operated on Kentucky roadways may apply for a Kentucky Certificate of Title and Registration at the County Clerk's office in the owner's county of residence or the county where the vehicle is primarily operated.
For in-state vehicles, the following items are required to apply for a vehicle title:
- Proof of Kentucky insurance;
- Photo identification;
- Signed over Kentucky title; and
- An affidavit, if applicable.
For out-of-state vehicles, the following items are required to apply for a vehicle title:
- Proof of Kentucky insurance;
- Photo identification;
- Completed TC96-82 form;
- Signed over title; and
- An affidavit, if applicable.
Other relevant information includes:
- The vehicle and/or title may be subject to sales and use tax;
- Kentucky allows credit for vehicle tax paid to another state;
- Kentucky offers a speed title for $25 which allows you to have the title mailed to you the following business day; and
- Vehicle identification number (VIN) inspections are required for all vehicles purchased out-of-state, or those brought into the state by an owner who now resides within Kentucky.

Fees: There are fees associated with titling a vehicle within Kentucky, including a $9 title fee. A duplicate or replacement title is $6 plus the cost of a notary.
