District law requires that all vehicles housed and operated within the District of Columbia (DC) must be registered within the District. Before you can title and register a vehicle, all outstanding tickets, dishonored check(s), delinquent child support payments, or any other debt you owe to the District must be paid.
To register a vehicle — new or used — with the DC Department of Motor Vehicles (DMV) you must have proof that you own it, or that you hold the vehicle title. Vehicles must also pass inspection by the DC DMV before you can register it. Once your vehicle passes inspection, you must display the valid inspection sticker on the front passenger side, lower corner of the windshield.
A personal vehicle inspection is valid for two years. A commercial vehicle inspection is valid for one year.

License plate display
Vehicles registered within the District must display both rear and front license plates. However, motorcycles, trailers, and mopeds are only required to display license plates on the rear of the vehicles.
International Registration Plan
The District is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: The DC DMV offers a 45-day temporary vehicle registration and hard vehicle tag for District residents who must have their vehicles inspected before the vehicles can be fully registered.
