All motor vehicles and trailers operated on the highways of Delaware are required to be registered. Vehicles must be inspected prior to registration and renewal of registration.
Vehicle registrations may be renewed up to 90 days prior to their expiration date. Vehicles in the six newest model years, weighing less than 10,000 pounds, don't require inspection and will be mailed a package allowing registration renewal by mail. Vehicles that are six years old receive a one-year renewal without inspection; however, all other vehicles receive a two-year renewal with a passing inspection.
You must provide the Delaware division of Motor Vehicles (DMV) with valid Delaware liability insurance and a vehicle odometer reading prior to renewal. All other vehicles must pass inspection prior to renewal.
The fee for motor vehicles weighing 5,000 pounds or less is $40 per year. The annual fee for commercial vehicles with a registered weight exceeding 5,000 pounds is $40 for the first 5,000 pounds, and $18 for each additional thousand pounds.
Owners with vehicles weighing over 55,000 pounds must provide a current Federal Heavy Weight Use Tax Form 2290 prior to renewal.

License plate display
Delaware law requires motor vehicles to display one license plate on the rear. However, truck tractors, trailers, and semitrailers must display the license plate on the front of the vehicle to be easily identified.
International Registration Plan
Delaware is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
All commercial motor carriers that operate qualified motor vehicles must register in the IRP program for purposes of paying their apportioned registration fees. These vehicles are used for the transportation of persons for-hire or designed, used, or maintained primarily for the transportation of property. Qualified motor vehicles consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: Delaware offers a 72 hour IRP trip permit for $52.50. The permit is required for carriers based elsewhere that don't have Delaware on their IRP cab card. Carriers must obtain the permit prior to entry into Delaware.
