International Registration Plan (IRP)
Prince Edward Island is a member of the International Registration Plan (IRP). Prince Edward Island-based carriers operating apportionable vehicles in Prince Edward Island and one or more other member jurisdictions are subject to IRP.
An apportioned vehicle is any commercial vehicle used for the transportation of persons or property and:
- Is a power unit having a gross weight in excess of 11,794 kilograms (26,000 pounds); or
- Is a power unit having three or more axles, regardless of weight; or
- Is used in combination when the weight of such combination exceeds 11,794 kilograms (26,000 pounds) gross vehicle weight.
Every vehicle operating on the highways of Prince Edward Island must be registered. The only vehicles exempt from registration are implements of husbandry incidentally operated on a highway and certain special mobile equipment.
Fees
- The registration fee for trucks will be based on the gross vehicle mass, if the gross mass is equal to or greater than 3,859 kilograms (the gross mass including the mass of the vehicle and the load carried with all equipment);
- The registration fee for a public passenger bus shall be based on its unladen mass plus 64 kilograms for each passenger carried and shall be registered at a similar rate as a truck or truck tractor of the same gross mass (in accordance with the following table); and
- Registration of vehicle is now a staggered registration system. Registration permits expire in the birth month of the registered owner. Vehicles may be registered initially for a period of six months to 17 months depending on birth month and month of registration.

A truck-tractor will be registered for the combined gross mass of the combination truck-tractor, trailer, and the mass of any load carried on the trailer.
Trailer registration fees
Trailers are registered for five years and the registration fees for commercial trailers are as follows:
- Gross weight of 4,100 kg or less, $150
- Gross weight of 4,101 kg or more, $300
- Semitrailer with truck-tractor, $100
Prorate tax
When vehicles are registered under IRP in Prince Edward Island, Prince Edward Island also assesses a prorate tax (PT) on the vehicles. The PT is assessed in addition to the IRP fees. The formula used to determine the tax is as follows:
Where:
- TV = the vehicle taxable value of the interjurisdictional vehicle
- R = the rate of prorate tax for the applicable calendar year
- DR = the distance ratio for the interjurisdictional vehicle for the vehicle license period
- T = the number of whole or partial calendar months in the vehicle license period at the time that the interjurisdictional vehicle is licensed, divided by 12
The prorate tax applies to the vehicle purchase price before trade-in allowance and on leased vehicles, applies to the vehicle purchase price or its fair value, whichever is greater. The prorate tax is a recurring tax that is calculated annually based on proportional distances traveled in each jurisdiction in the previous calculation year.
Temporary registration permits
Prince Edward Island does not issue temporary registration but will issue hunter’s permits and temporary breakdown permits:
