All commercial vehicles left standing or operating on public roadways must be registered unless specifically exempted by provisions of law, rule or reciprocity agreement. All Washington based vehicles must be titled in Washington unless specifically exempted. Leased vehicles must be titled and registered in the name of the lessee and lessor or in the case of rental vehicles, by the lessor who may register the vehicle for operation in Washington.
Vehicles required to be titled in Washington must be inspected by the Washington State Patrol if currently titled in another jurisdiction.
Regular annual registration period is staggered throughout the year. The intrastate fleet and interstate prorate fleet registration period is also staggered throughout the year.
Application for renewal of annual prorated registration must be submitted at least one month prior to expiration to ensure receipt of cab cards. The filing of an application creates liability for the fees and taxes applicable to the vehicles listed on the application.
License plate display
Washington based apportioned vehicles receive two license plates to be displayed on the front and rear of the vehicle.
When one license plate is issued, it must be displayed on the rear of the vehicle.
Reciprocity
Vehicles properly registered in non-IRP and non-Western Compact jurisdictions are granted full interstate reciprocity on vehicle license and registration, (except vehicles registered in Northwest Territories and Yukon Territory).
International Registration Plan
Washington is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees, allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
This plan provides for all carriers from participating jurisdictions, operating as a fleet, to prorate fees. A fleet is defined as one or more apportionable vehicles operating in one or more participating jurisdictions.
Vehicles must have apportioned registration for inter-jurisdiction operation if operating:
- Vehicle(s) over 26,000 pounds.
- Vehicle(s) with three or more axles regardless of weight. You will be required to register at a minimum of 14,000 GVW.
- Vehicle(s) used in combination exceeding 26,000 pounds.
- Vehicles which operate in two or more jurisdictions.
Note: Each vehicle within a fleet must operate in two or more jurisdictions during the registration year for that vehicle to qualify for Apportioned Registration.
Temporary Permit: Temporary permits are available to established accounts who have not had their temporary permit or prorate privileges suspended, revoked or canceled within the past three years. They are not transferable and may only be used by the carrier to whom they were issued. There is a fee for the permit.
Hunter's Permit: Unladen weight permits are issued upon request for a 10-day period. There is no fee for a permit issued by Washington.
Agency: Application for regular registrations are made to the Department of Licensing. Applications for prorational registrations are made to the Department of Licensing, Prorate Section; see Regulatory Agencies for Address(es).
Fees
A Vehicle Safety Inspection Fee (VSIF) is assessed on power units apportioning for Washington. This fee will be apportioned according to the Washington prorate percentage:
Fee x Washington Prorate Percentage = Amount Due
Washington intrastate carriers will pay the full fee. The fee is not charged for non-power units such as converter gear or trailers.
Propane, Butane, Natural Gas (Liquefied Petroleum Gases): Washington-based vehicles powered by propane, butane or natural gas (LPG) must display a decal issued by the Department as evidence that the annual fees have been paid. The decal is your authority to purchase this fuel and it must be displayed in a conspicuous place on the exterior of the vehicle near the fuel tank inlet. The annual fee will be prorated and billed by the IRP section in addition to Proportional Registration fees/taxes.
Licensing fee: based upon gross weight/combined gross weight collected on power units.
Every truck, motor truck, truck tractor, and tractor exceeding 6,000 pounds empty scale weight registered under Chapter 46.16, 46.18, or 46.88 RCW must be licensed for not less than 150 percent of its empty weight unless the amount would be in excess of the legal limits prescribed for such a vehicle. In this event, the vehicle must be licensed for the maximum weight authorized for the vehicle or unless the vehicle is used only for the purpose of transporting any well drilling machine, air compressor, rock crusher, conveyor, hoist, donkey engine, cook house, tool house, bunk house, or similar machine or structure attached to or made part of the vehicle.
License fees for 14,000 pounds and over may be paid monthly (not applicable to vehicles operating under prorate registration).
Washington charges a Vehicle Safety Inspection fee, which is apportioned by the Washington mileage percentage.
