In Rhode Island, all motor vehicles and trailers must be registered, farm vehicles must be registered with farm plates, and special mobile equipment must be registered with in-transit plates.
Rhode Island commercial registrations expire March 31; IRP registrations expire May 31.
License plate display
When two plates are issued, they are displayed on the front and rear of the vehicle. When one plate is issued, it is displayed on the rear of the motor vehicle or trailer.
Rhode Island requires converter gears to be registered and display a license plate.
International Registration Plan
The state of Rhode Island is a member of the International Registration Plan (IRP). The registration year is June 1 to May 31. Proof of title is required before registration.
In Rhode Island, the cab card weight provisions for out-of-state carriers are as follows:
- Rhode Island-based carriers will be allowed to declare a weight higher than the bridge formula on all out-of-state jurisdictions listed on their cab cards. This will allow carriers to comply with requirements from such states as New York which requires the cab card weight to coincide with the weight on the permit.
- Rhode Island-based carriers should declare up to the maximum bridge formula (legal) weight on their cab card for the State of Rhode Island. Traveling in excess of the bridge formula (legal) weight requires a permit.
- Out-of-state carriers should declare up to the maximum bridge formula (legal) weight for the State of Rhode Island. Traveling into Rhode Island in excess of the legal weight requires a Rhode Island permit.
Temporary permits: Rhode Island does not issue temporary permits.

Fees
Rhode Island registers on the basis of gross weight or combined gross weight, with the principal fee on the power unit. Total weight of tractor semitrailer used and maximum load to be carried shall constitute the gross weight for which the power unit is registered.
The trailer fees also carry a technology fee.
Trailer fee other than semitrailer used with truck-tractor is per 1,000 pounds.
