All commercial vehicles over 12,000 pounds are required to register (IRP, prorate, interstate, or base plate) based on the maximum gross vehicle weight or maximum combination gross vehicle weight at which the vehicle or combination will be operated during the registration period.
All trucks with a gross vehicle weight of 26,000 pounds or less will be registered based on their gross vehicle weight. Any trailer or semitrailer drawn by such trucks will be deemed “utility trailer” and registered based on 100 pounds of actual empty weight, provided the combined weight does not exceed 26,000 pounds. If the combined weight does exceed 26,000 pounds, then the paragraph below applies.
All trucks with a gross vehicle weight of more than 26,000 pounds and all truck tractors and road tractors will be registered based on the declared maximum gross vehicle weight of any combination they draw at any time during the registration period. All trailers drawn by these power units will be deemed “freight trailers” and registered one time at a flat fee. No re-registration is required until there is a transfer of title or interest in the trailer.
License plate display
New Mexico requires license plates to be displayed on the rear of the vehicle, except truck tractors/road tractors must display the plate on the front of the vehicle.
International Registration Plan
New Mexico is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The IRP provides for proration of fees for all carriers from participating states, operating a fleet of one or more vehicles with three or more axles regardless of weight or having a gross vehicle weight in excess of 26,000 pounds, operating in two or more member jurisdictions. New Mexico based vehicles registered for IRP will be issued an IRP plate, which also serves as a base plate.
Temporary Permit: When permanent credentials cannot be issued in three days, the Commercial Vehicle Bureau may issue temporary IRP Registration for new IRP accounts and supplemental. Temporaries are issued only when registration requirements have been met and fees have been paid. This permit is issued for a period up to 45-days and there is no extra fee.
Hunter's Permit: A hunter’s permit is issued to an owner-operator (lessor) who terminates a lease and has to surrender the apportioned license plate and cab card to the carrier (lessee). This permit enables a vehicle or combination of vehicles to use the highways in all jurisdictions for the purpose of finding a new job. The New Mexico hunter's permit is valid for 10 days.

Fees
Personal and company checks are not accepted. Certified funds are required. New Mexico fees are based on a quarterly rate:
- Full year fees are for the 12, 11, and 10 months
- Three quarters of the year fees are for the 9, 8, and 7 months
- Half of the year fees are for the 6, 5, and 4 months
- Quarter of the year fees are for the 3, 2, and 1 months
