All commercial vehicles used upon the highways of Nevada must be fully or proportionally registered, and motor carrier licensed. The Department of Motor Vehicles administers the motor vehicle laws. All motor vehicles and combination of vehicles with a declared gross weight of more than 26,000 pounds are subject to proration, apportionment, or must trip permit.
Under proportional registration the motor carrier files forms and pays fees in proportion to miles traveled in Nevada. Proportional registration is available to Nevada based interstate fleets as well as to interstate fleets based in states that have Proportional Registration Agreement with Nevada. Registration renewal period is from December 1 through January 31. Registration fees are reduced 1/12 monthly.
Annual registration and privilege taxes for vehicles over 26,000 pounds may be paid in equal installments. Installments are due on or before December 31, March 31, June 31, and September 30 of each year. A person who fails to pay the registration fees and privilege taxes when due shall be assessed a penalty plus interest for each month the amount is delinquent and up to $2,500 in administrative fines. The Department will also require full payment of remaining fees, and installments will not be allowed for the next year.
Non-Resident Business Permit
Out of state commercial vehicles 10,000 pounds and under used in business in Nevada are required to obtain a Non-Resident Business Permit within 10 days of starting operations (Non-Resident Business Permit Application - VP 264). A Non-Resident Business Permit is required for each vehicle operated within Nevada. The permit is not transferable and non-refundable and expires one year from the date of issuance. Applications must be made in person at a DMV Full Service office; the following original documents must be provided:
- Current unexpired vehicle registration in the owner’s jurisdiction of residence.
- Current unexpired proof of insurance in compliance with laws in the owner’s jurisdiction of residence.
- Proof or tested emissions certificate in compliance with the in the owner’s jurisdiction of residence.
License plate display
The license plates for a motor vehicle other than a motor vehicle being transported by a licensed vehicle transporter must be attached on the front and rear of the vehicle.
The license plate issued for all other vehicles required to be registered must be attached to the rear of the vehicle.
If a motor vehicle was not manufactured to include a bracket or device to display and secure a front license plate, and if the manufacturer of the motor vehicle provided no other means or method by which a front license plate may be displayed upon and secured to the motor vehicle, one license plate must be attached to the motor vehicle in the rear, and the other license plate may, at the option of the owner of the vehicle, be attached to the motor vehicle in the front.
International Registration Plan
Nevada is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The International Registration Plan (IRP) provides for all carriers from participating states operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles or having a gross vehicle weight in excess of 26,000 pounds, operating in one or more member jurisdictions.
Temporary Permit: Temporary permits are issued to Nevada IRP carrier’s who have submitted all necessary paperwork for registration purposes. All registration fees must have been paid in order to receive a Nevada IRP temporary permit. A temporary permit authorizes the customer to operate while waiting for the registration and decal to arrive in the mail. These permits are only valid for a period of 30 days. There is no fee for a Nevada IRP temporary permit.
Hunter's Permit: This permit is issued to an owner/operator registered in Nevada, for the purpose of traveling from a specific Nevada location to specific out-of-state location, for the purpose of looking for work. The vehicle can not be for hire while traveling on this permit. These permits are valid for a period of 15 days from the date issued. There is a fee for these permits.

Fees
Registration fees are based on combined gross weight.
BASIC GOVERNMENTAL SERVICES TAX (BGST)
A notification was sent to IRP Inc on April 3, 2007, notifying the jurisdictions that vehicles less than 26,001 lbs. would be calculated on the carrier’s factory price or MSRP. Nevada considers April 3, 2007, to be the effective date for calculating the Governmental Services Tax (GST) for vehicles less than 26,001 lbs. The calculations for Governmental Service Tax on vehicles over 26,000 lbs. has been in effect since 1963.
VEHICLES 26,001 POUNDS OR MORE: Cost listed on the Nevada Original Purchase Cost (OPC) table X the corresponding tax factor, rounded to the nearest dollar = BGST; or the Factory Price (Manufacturers Suggested Retail Price / MSRP) if greater than the cost listed on the Nevada OPC table, X the corresponding tax factor listed on the Factory Price (MSRP) chart, rounded to the nearest dollar = BGST.
VEHICLES 26,000 POUNDS OR LESS: Factory Price (MSRP) rounded to the nearest dollar X corresponding weight tax factor, rounded to the nearest dollar = BGST.
A vehicle is considered “new” if it has never been previously registered, regardless of model year.
Note: Vehicles weighing less than 26,000 pounds wherein the Factory Price / MSRP or OPC is not available should be charged at 50 cents per pound based on the vehicles declared gross weight. Basic Governmental Services Tax (BGST) should then be calculated using the Factory (MSRP) Price Chart.
Mid Year Vehicle Factors: For vehicles being added during the year, multiply the BGST times the corresponding month factor. The total apportion fees are calculated based on the following formula: (Weight Fee X Apportion Factor) + (GST X Apportion Factor)
Registration fee: Trailers Permanent commercial trailer plates are available (semitrailer and full trailers only), valid for as long as the company or person owns the trailer.
