All motor vehicles and trailers in Michigan must be registered, except implements of husbandry, special mobile equipment, and vehicles owned by the Federal Government. Registration application is made to the Secretary of State, Department of State. Registration period is from March 1 to the last day of February. Renewal registration is from October 1 through the last day of February. An intrastate gross vehicle weight plate may also be purchased on a 3-, 6-, or 12-month basis.

Plates are displayed on the rear of all vehicles, except truck tractor and road tractor plates are attached at the front of the vehicle.
International Registration Plan
Michigan is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for apportioned vehicle registration and pay fees to a single jurisdiction.
Carriers who operate qualified fleet vehicles may apportion registration fees among these states according to the IRP formula. A qualified fleet vehicle is defined as a power unit weighing over 26,000 pounds gross weight or registered gross weight, or a power unit with three or more axles regardless of weight, or a combination weighing over 26,000 pounds.
Michigan has a staggered registration program for IRP carriers with quarterly plate expiration dates of September 30, December 31, March 31 and June 30. All fleet vehicles expire on the same date.
Temporary Permit: A temporary permit is good for 30 days, and Michigan will bill fees. Payment must be submitted two weeks before expiration to insure that your credentials are issued on time.
Hunter's Permit: If an owner operator has registered in Michigan in a lessee-carrier’s name, and the lessee carrier terminates a lease, the owner operator may apply for a hunters permit. This permit allows the operation of an unladen vehicle only for 14 days.

Fees
Certain commercial vehicles are registered on the basis of actual net (empty commercial) weight. The application for registration must include a scale receipt showing the empty weight of the vehicle fully equipped for commercial use.
GROSS VEHICLE WEIGHT (GVW) REGISTRATION FEE SCHEDULE – REGULAR RATE
Trucks over 8,000 lb (empty weight), road tractors and truck tractors, and trucks 8,000 lb or less towing a trailer or any other combination of vehicles for commercial purposes.
REGISTRATION FEE SCHEDULE – SPECIAL 80% RATE
Trucks, road tractors, or truck tractors over 8,000 pounds used exclusively as moving vans (household effects) or used in operating a carnival.
Wrecker Fees: There is a uniform plate fee for all wreckers; fee is not determined by wrecker’s empty weight. Six-month plate available.
A wrecker is defined as “a truck with a hoist, towing apparatus, or self-loading flatbed, or any combination of these items permanently affixed to the truck, used to transport not more than two vehicles, except for a motor vehicle equipped with a fifth wheel or a motor vehicle that tows the second vehicle on a trailer.” This includes platform wreckers which has vehicles on the unit’s stake bed (Platform).
Commercial Trucks Not Registered by Gross Vehicle Weight (GVW)
- Pickup trucks weighing up to 8,000 pounds (empty weight).
- Vans weighing up to 8,000 pounds (unless owner chooses GVW).
- Passenger vehicles used commercially to transport goods, wares, or merchandise.
- Privately-owned tractors used to tow a recreational trailer (not used for profit).
- Stake trucks, utility trucks, and panel trucks 8,000 lb or less and not used to tow a vehicle.
- Commercial trucks designed and used to tow a mobile home.
The fees are prorated to the owner’s birthday in two situations:
- When the individual owner has a pickup truck or van weighing up to 8,000 lbs. empty weight, or
- When the individual owner of a passenger vehicle purchases a commercial license plate. The fee due is the commercial empty weight fee or the ad valorem (base price) fee, whichever is greater.
Permanent trailer plates
Trailers and trailer coaches are registered with a permanent, non-expiring trailer plate based on the unit‘s weight. Trailer plates are nontransferable.
