All commercial vehicles must be registered with the Department of Transportation. Registration plates, tags and receipts are issued through the county clerk in the county in which the owner of the vehicle resides, or in which the vehicle is principally operated. Commercial vehicles, trailers, semitrailers are registered on or before April 1 of each year. IRP registrations are based upon a staggered registration schedule.
License plate display
Commercial vehicles must display the license plate on the rear of the vehicle; truck-tractors must display the license plate on the front of the vehicle.
Reciprocity
Kentucky is a party to the Multistate Reciprocity Agreement and bilateral agreements, granting full interstate reciprocity on vehicle registration fees to all carriers from the jurisdiction of Alaska.
International Registration Plan
Kentucky is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The IRP provides for all carriers from participating states, operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles regardless of weight, or having a gross vehicle weight in excess of 26,000 pounds, or used in combination with a gross weight exceeding 26,000 pounds and operating in one or more member jurisdictions.
Kentucky’s electronic credentialing program allows transactions for IRP, KYU vehicle inventory, KYU and IFTA tax filing, and transponder identification. The IRP Internet application allows Online completion of most IRP transactions, including renewal, adding vehicles, transferring registrations from one vehicle to another, and applying for a plate or cab card replacement. It is also possible to view and print the invoice and a temporary IRP permit.
Temporary permit: A temporary permit may be issued for a period of 45-days at no extra fee.

Fees
Kentucky highways are presently classified to allow no more than 80,000 pounds.
Fees may be prorated on a monthly basis. Kentucky uses a staggered registration system.
Registration fees for buses 0-80,000 pounds are per year, pro-rated by month.
The registration fee is increased 50 percent on any motor vehicle not equipped wholly with pneumatic tires.
Ad Valorem Fee — Effective January 1, 2022 Fee Calculation Example
Ad Valorem Fee: Purchase Price ($100,000.00) X Year of Purchase Factor (.00666) = $666.00 X Kentucky Mileage Percentage (0.01695) = $11.29
Weight Fee: 80,000 Pound Weight Fee ($1,410.00) X Kentucky Mileage Percentage (1.695) = $23.89
Total Fee: $23.89+ $11.29 = $35.18
